Nooks is pioneering Classified-Infrastructure-as-a-Service (CIaaS) — designing, building, and operating Sensitive Compartmented Information Facilities (SCIFs) and other secured, classified environments for the defense and national security community. About the Role

You will support the Government Delivery team by administering assigned government contracts, analyzing contract documents, negotiating routine agreements, and supporting proposal preparation. Reporting to the Senior Director of Government Delivery and working day to day with program managers and the Program Director, you exercise independent judgment on contract administration matters while acting at the direction of Government Delivery leadership. You identify contractual issues early, recommend resolutions, and guide teammates on contract administration principles and regulations. This is an individual contributor role with no direct reports.

Key Responsibilities

Contract Administration

Administer assigned contracts from award setup and kickoff briefings through modifications and closeout, keeping files complete and audit-ready.

Serve as a point of contact for Contracting Officers and Contract Specialists on administrative matters for assigned contracts.

Coordinate between program teams and Finance on invoicing so billing matches contract terms, funding, and delivered work.

Performance and Compliance Monitoring

Monitor contract performance against delivery schedules, pricing, and terms, and identify when modifications, amendments, or extensions are needed.

Determine when customer-directed changes fall outside contract scope and raise them with Government Delivery leadership before work proceeds.

Track deliverables, reports, and Contract Data Requirements List (CDRL) items for assigned contracts, alerting owners and escalating risk to the Program Director.

Agreements and Subcontracts

Negotiate and maintain nondisclosure agreements (NDAs), teaming agreements, and subcontracts within policy and the approved fallback playbook, routing final versions for signature.

Flow down required Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) clauses, keeping subcontract provisions clear and compliant.

Monitor subcontractor performance with program managers, and investigate and recommend resolutions to claims, disputes, and complaints.

Pre-Award Support

Support solicitation reviews, compliance assessments, and teaming coordination in partnership with Growth.

Help prepare proposal contract documentation, including representations, certifications, and required forms, for leadership review and submission.

Draft solicitation questions and responses to customer data calls for leadership review.

The Skillset

Four or more years of government contracts administration experience.

Strong working knowledge of the FAR and DFARS.

Experience supporting Indefinite Delivery/Indefinite Quantity (IDIQ) and General Services Administration (GSA) Schedule contracts.

Experience drafting and negotiating NDAs, teaming agreements, and subcontracts.

Ability to identify contract risk and develop solutions to moderate and complex contractual issues.

Ability to work independently while taking direction from program and department leadership.

Strong written and verbal communication, with advanced proficiency in Microsoft Word, Excel, and PowerPoint.

Certified Federal Contracts Manager (CFCM), Certified Professional Contracts Manager (CPCM), or Federal Acquisition Certification in Contracting (FAC-C), preferred.

Prior experience as a federal 1102 Contract Specialist, a plus.

Familiarity with the Procurement Integrated Enterprise Environment (PIEE) and Contractor Performance Assessment Reporting System (CPARS), a plus.

Experience with Other Transaction (OT) agreements or Intelligence Community customers, a plus.

An active Secret clearance, preferred. An active Top Secret clearance, a plus.

Bachelor's degree, preferred.

Candidates must be authorized to work in the United States. An active Secret clearance is preferred. All candidates must be eligible for and committed to obtaining and maintaining a U.S. government Secret security clearance as a condition of employment.

Location-Specific Addendums

You are not attached to a single Nooks site. You support contracts across Nooks locations, working remotely with travel as needed or from the Arlington, Virginia area. Government Delivery is still setting its standards, so you will help build the tracking and file practices the team runs on.

What Success Looks Like in This Role

Every assigned contract has a complete, audit-ready file, and its deliverables, options, and modifications are tracked and acted on before they become problems. Out-of-scope customer requests are identified and raised before work proceeds. Routine NDAs and teaming agreements move to signature without leadership involvement unless a term falls outside the playbook. Proposal contract documentation reaches leadership complete and on time. Program managers, the Program Director, and Finance rely on you for accurate answers on what each assigned contract requires.

Cross-Functional Expectations

You work most closely with program managers and the Program Director, acting at their direction on assigned contracts. You support Growth on pre-award reviews and coordinate with Finance on invoicing. Externally, you handle administrative matters with government Contracting Officers, Contract Specialists, and teaming partners. You do not sign agreements or submit proposals on behalf of Nooks.
