Summary
This position is located within the Greater Los Angeles (GLA) Healthcare System, Los Angeles, California. The incumbent serves as a General Engineer, performing Project Management and Construction under the supervision of the Chief, Project Section within Engineering Service. Mechanical, Civil, Structural, Electrical and Architecture Engineers with Architectural experience are highly encouraged to apply.
Duties
Serves as the project and construction manager with full responsibility for the planning, management, coordination, and execution of assigned construction programs and projects, including space utilization initiatives and capital asset improvement activities. Executes corporate directives, guidance, laws, regulations, and policies in the development of projects and related deliverables to ensure full support of program objectives. Coordinates, negotiates, and integrates all relevant station functions-including clinical, administrative, safety, planning, construction, and contracting activities-along with customer requirements, regulatory obligations, and inter-agency commitments, into a comprehensive and fully aligned project management plan. Oversees the review of drawings and technical documentation submitted by consultants and master plan developers for EULs to SHPO; reviews and coordinates documentation submitted to EPA on behalf of GLA for required approvals; and directs all Environmental Management activities, including hazardous materials abatement, to ensure full regulatory compliance. Provides input to the station operating budget related to projects assigned. Develops and recommends strategies to identify, address, and resolve issues affecting assigned programs and projects. Establishes project deadlines, supervises and evaluates work performed by consultants, and provides timely project status updates to clients and senior management. Coordinates and helps contracting officer in negotiations during project modifications. Leads on a rotation and participates in the Construction Safety Committee consisting of multi disciple and multi-service integrated team to inform on safety issues, develops safety criteria, provides training to team, and takes disciplinary action on non-compliance. Allocates project funds to contractors in accordance with verified progress milestones, and monitors and evaluates performance to ensure that all parties meet established commitments and contractual obligations. Establishes the technical framework and provides guidance necessary to accomplish objectives within the station's in-house capabilities. Schedules and organizes construction operations, and conducts inspections and surveillance of materials, methods, and equipment utilized in the construction process to ensure compliance with established standards. Prepares required reports, including Environmental Liability and Deferred Maintenance quarterly reports, project status updates, planning and execution reports, capitalizations, and Work in Progress (WIP), NRM, and Minor project accrual reports. Represents the station and serves as the primary point of contact for assigned projects, engaging with customers; Federal, State, and local government agencies; external organizations; and higher authorities to ensure effective coordination and communication. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Healthcare Engineer candidates must be proficient in spoken and written English in accordance with 38 U.S.C. § 7403(f).3. Education Requirement: Healthcare Engineer candidates must meet one of the following education and/or registration/licensure requirements: Bachelor's degree or higher in Engineering or Architecture. To be acceptable, the curriculum must be from a school with at least one curriculum accredited by the Accreditation Board for Engineering and Technology, Engineering Accreditation Commission (excludes engineering technology) or National Council of Architectural Registration Boards curriculum. Examples of acceptable engineering and architectural degrees include, but are not limited to: Electrical Engineering, Mechanical Engineering, Structural Engineering, Civil Engineering, Architecture and Architectural Engineering. Titles may vary from educational institutions and change over time; ~OR~ Evidence of passing the Fundamentals of Engineering Examination with a bachelor's degree. Evidence can be in the form of an Engineering in Training certificate issued from any State, the District of Columbia, Guam or Puerto Rico, or test results from the National Council of Examiners for Engineering and Surveying (NCEES) identifying a passing score; ~OR~ Evidence of current professional registration or licensure as a Professional Engineer or Architect. Evidence of current professional registration or licensure can be from any State, the District of Columbia, Guam or Puerto Rico. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations For a Healthcare Engineer, GS-12: Experience: One year of experience equivalent to the next lower grade. (GS-11) Knowledge, Skills and Abilities (KSAs): In addition to meeting the experience requirements for this grade level, the candidate must fully demonstrate the following KSAs: (a) Knowledge of mechanical, electrical, structural, civil and other engineering/architectural principles, practices and their applications in the healthcare environment. (b) Knowledge of healthcare industry standards and related regulatory agency and organization (including, but not limited to The Joint Commission (TJC), Occupational Safety and Health Administration (OSHA), National Fire Protection Agency (NFPA), etc.) regulations, requirements, guides, policies, procedures, directives, standards and general medical program requirements as they relate to healthcare engineering. (c) Knowledge of construction standards, methods, practices and techniques, materials and equipment to determine compliance with engineering regulations and standards. (d) Skill in researching and analyzing information, conditions, human factors and projections to make sound engineering and business recommendations and decisions to proactively identify problems and develop innovative solutions within the context of applicable rules, regulations and procedures. (e) Ability to plan and execute complex, multi-faceted projects and inspections while prioritizing resources against approved scopes of work, contract documents and budgets.
