This National Guard position is for a HR ASSISTANT (RECRUITMENT & PLACEMENT/CLASSIFICATION) (ACCELERATED HIRE), Position Description Number T5937000 and is part of the HI JFHQ ARMY, National Guard. LOCATION: Joint Force Headquarters - Human Resources Office, Hawaii National Guard, Honolulu, Hawaii
Duties
**Under this Accelerated-Hire announcement, all applicants who meet the minimum requirements at the grade level for which they apply will be forwarded to the Selecting Official for consideration. This authority authorizes the appointment of Excepted Service T5 NG Employees and T32 Technicians without the requirement to utilize competitive procedures. Veteran's Preference DOES NOT APPLY for this announcement.** SUMMARY OF DUTIES: The primary purpose of this position is to serve as a Human Resources Assistant in a developmental capacity. This is a developmental position leading to the next position of a Human Resources Assistant, GS-0203-06. Duties and responsibilities of the position are essentially the same as that of the full-performance PD with the exception of additional training, supervision, guidance, and direction necessary until incumbent attains the full-performance level of experience. As level of knowledge and experience increases, level of supervision will decrease accordingly. Incumbent may be promoted to next higher grade without further competition after completion of minimum TIG (Time-in-Grade) requirement, completion of all training as indicated by manager, with recommendation of the supervisor, provided the full-performance position remains as a valid position. Difference in factor levels are provided below. Performs developmental work assignments. Performs recurring work assignments. Provides direct assistance to specialists in the performance of Human Resources work. Performs other duties as assigned. Qualifications

GENERAL EXPERIENCE: Progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position with experience using computer and automation systems. SPECIALIZED EXPERIENCE: GS-05: One-year specialized experience equivalent to the GS-04 level. Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements. -OR- Education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience for GS-5 positions. GS-06: Must have at least one-year specialized experience equivalent to at least the next lower grade level. GS-07: Must have at least one-year specialized experience equivalent to at least the next lower grade level. CONDITIONS OF EMPLOYMENT: 1. Must be able to obtain and maintain the appropriate clearance designated at the State through the use of the Position Designation Tool. 2. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. 3. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. 4. May require travel in military and/or commercial aircraft to perform temporary duty assignments. 5. The work may require the incumbent to drive a motor vehicle; if so, and an appropriate valid driver's license is mandatory. 6. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. Head of Agency requests to exceed 14 days in a calendar year must be approved in advance by the National Guard, Director of Manpower and Personnel (NGB-J1). NOTES TO CANDIDATES: a. Authorization for payment of PCS expenses may be granted only after determination is made that payment is in the best interest of the Hawaii National Guard. b. In addition to your application, documents of last performance appraisal, past civilian performance, letter of recommendations, and or military performance may be submitted. c. The applicant's resume package may include military service experiences and/or civilian experiences; military and/or civilian performance reports; training certificates; and official college transcripts. d. Include any volunteer work experience in your resume. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). e. Final selection will be based upon qualifications, suitability, and available manpower resources. f. This employer will provide the Social Security Administration (SSA) and if necessary, the Department of Homeland Security (DHS) with information from each new employee's Form I-9 to confirm work authorization. g. Financial Suitability - It is the policy of the government not to deny employment simply because an individual has been unemployed or has had financial difficulties that have arisen through no fault of the individual. Information about an individual's employment experience will be used only to determine the person's qualifications and to assess his or her relative level of knowledge, skills, and abilities. Although an individual's personal conduct may be relevant in any employment decision, including conduct during periods of unemployment or evidence of dishonesty in handling financial matters, financial difficulty that has arisen through no fault of the individual will generally not itself be the basis of an unfavorable suitability or fitness determination. h. Qualified candidates in the second through sixth categories will be referred in order if there are no qualified applicants in the first through fifth categories. i. Security requirements. A technician is subject to the personnel security requirements in accordance with State and NGB Publications. In addition prior to appointment, individuals will undergo a background check to validate suitability for employment with the federal government as permitted by law. Items checked include, education and fiscal accountability/responsibility. IAW 5 CFR 302.203, the following, among others, may be included as disqualifying reasons: - Dismissal from employment for delinquency or misconduct; - Criminal, infamous, dishonest, immoral, or notoriously disgraceful conduct; - Intentional false statement or deception or fraud in examination or appointment; - Habitual use of intoxicating beverages to excess; - Reasonable doubt as to the loyalty of the person involved to the Government of the United States; - Any legal or other disqualification which makes the individual unfit for service; - Lack o
