Summary
The purpose of the Lead Engineering Technician is to serve under Engineering Services, providing quality control, assurance, engineering consultation, field measurements, project management, and drawing review for a wide variety of construction and renovation projects to including general construction, and leading a team of non-supervisory Engineering Technicians and Construction Control Representatives.
Duties
Duties included but not limited too: The incumbent will be responsible for leading a team of non-supervisory Engineering Technicians and Engineering Technicians (Drafters) as directed by their immediate supervisor or engineering manager. Serves as work leader, ensuring the work assignments of employees in the unit are carried out. Works with the supervisor in the assignment of functions to team members to meet routine and unusual deadlines and priorities. Distributes and balances workload and tasks among employees in accordance with established workflow and/or job specialization. Ensures timely accomplishment of assigned tasks and ensures that each employee has enough work to keep busy. Monitors the status and progress of work and makes day-to-day adjustments in accordance with established priorities. Ensures the work assignments of employees in the unit or team are carried out. Monitors and reports on the status and progress of work, checking on work in progress, and reviewing completed work to see that the supervisor's instructions on work priorities, methods, deadlines, and quality have been met. Provides guidance and technical direction for accomplishing the work of the unit or team. Trains or arranges for the training of team members in the accomplishment of tasks or projects. Gives on-the-job training to new employees in accordance with established procedures and practices. Maintains a current knowledge and answers questions of other employee's procedures, policies, and directives. Checks work in progress or spot checks work not requiring review, and reviews completed work to see that the supervisor's instruction on work sequence, procedures, methods, and deadlines have been met. Amends or rejects work not meeting established standards; refers questions or matters not covered by standards and problems in meeting performance standards to the supervisor. Resolves simple, informal complaints of employees, and refers others, such as formal grievances, and appeals to the supervisor, or an appropriate management official. In case of shortage of personnel due to scheduled or unscheduled leave, the incumbent will be responsible for filling in and for distributing the workload to other team members to ensure smooth workflow. Obtains assistance and/or needed information from the supervisor on problems that may arise or backlogs that cannot be disposed of promptly. The purpose of this position is to lead a team size of at least three non-supervisory Engineering Technicians and Construction Control Representatives in accomplishing one-grade interval work and to perform work that is of the same kind and level as the highest level of work accomplished by the team lead. Prepares and Reviews In-house/Contract drawings and specifications for competitively bid construction and maintenance repair work at the James H. Quillen VA Medical Center, Mountain Home TN. Prepares drawings for outpatient (OPC) level projects. Duties include architectural design, mechanical, and electrical design, fire sprinkler design, lighting design, plumbing, heating, air conditioning, and ventilation design. Prepares detailed cost estimates for competitively bid construction projects and maintenance repair work. Serves as Contracting Officer's Representative (COR) on projects and inspects competitively bid construction and maintenance and repair projects to ensure compliance with drawings and specifications. Works with General contractor to resolve problems that arise due to error or differing site conditions. Coordinates all projects with using service, from conception to completion. Performs assessments in areas of maintenance and repair or remodeling to help determine the presence of asbestos. Reviews change order requests from contractors for accuracy and cost control and negotiates, when necessary. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/09/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. GS-12 Level: Applicants must have one (1) full year equivalent to at least next lower grade level (GS-11). Ensuring the work assignments of employees in the unit are carried out. Utilizing Computer Based Design Software including AutoCAD software. Makes necessary changes to keep drawings current as remodeling occurs. Record drawings are high priority and accomplished upon completion of construction projects. Individual Occupational Requirements Series Definition: This series covers technical positions supervising, leading, or performing work involving applying a practical knowledge of the: - methods and techniques of engineering or architecture; and - construction, application, properties, operations, and limitations of engineering systems, processes, structures, machinery, devices, and materials. Certification: Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience.
