Summary
This position serves as the Management Analyst for the VR&E Division, Lincoln RO (334) and has the major responsibility for supporting the assessments of the operations of the VR&E Division. The broad scope of duties includes assisting in the implementation of revised organizational structures and providing the necessary studies and evaluations of various processes, allocation of budgets, employee utilization, resource allocation and delegations of authority.
Duties
Specific duties include: Conducts comprehensive reviews of division accomplishments and goals, facilitates organizational planning, and oversees policy and procedure publications. Prepares reports on performance, workload, and compliance for review at all levels. Analyzes, evaluates, and advises on work methods and division effectiveness, utilizing both qualitative and quantitative approaches; conducts studies, non-financial internal audits, and recommends improvements to management functions, organizational operations, and internal controls. Acts as Internal Control Coordinator, compiling and tracking the Management Control Plan, supporting division management on key policy and operational issues, and representing the VA in inter-agency task forces and board assignments. Assists with onboarding and offboarding employees (account creation/deletion, systems access), provides HR support for out-based staff (PIV cards, hiring), administers travel voucher processing, back-up timekeeping, and utilizes Microsoft applications for documentation and reporting. Work Schedule: Full time, Monday - Friday, 8:00 am - 4:30 pm Compressed/Flexible: Available Telework: Yes - This position is eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday. Telework may be approved only on a case-by-case basis with supervisory approval. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement:09/30/2026. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-11 position you must have served 52 weeks at the GS-09 level or higher. If you are a current VBA employee outside of the commuting area seeking reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-11 (or higher) and the promotion potential of your current position must be at least None. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below: GS-11 Grade Level: Specialized Experience: To qualify at the GS-11 grade, you must have one year of specialized experience equivalent to the GS-9 level or higher. Specialized experience is defined as compiling and analyzing data from reports, developing charts and graphs for meetings and technical reports, or analyzing budgets or other financial records Education Substitution: Applicants may substitute education for the experience required to qualify at the GS-11 grade level. Note: coursework must have equipped you with the knowledge, skills, and abilities described in the "How You Will Be Evaluated" section of the announcement. Ph.D or equivalent doctoral degree; or three full years of progressively higher-level graduate education leading to such a degree or LL.M, if related to the duties of this position. Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work is primarily sedentary although some slight physical effort may be required.
