Summary
This position is located in Simulation, Learning, Evaluation, Assessment and Research Network (SimLEARN), Office of Discovery, Education and Affiliate Network (DEAN), Veterans Health Administration (VHA). SimLEARN's goal is to promote collaboration and coordination with facility-based educators, researchers and clinicians to drive ongoing improvement and innovation in education, training and advancements in scientific research.
Duties
Coordinates geographically distributed projects from the inception of the project selection process to project close out, to ensure their success. Develops, maintains, and reports project plans in support of project priorities and requirements determined by VHA leadership and assigned by supervisor. Provides guidance to Senior Management, other Project Managers, and project team(s) in directing development of project schedules for new/existing/future applications. Tracks projects status, facilitating the resolution of issues with internal and external entities, regularly communicating with many stakeholders, customer relationship management, acting as the contracting officer's representative, applying project management principles and practices, responding to data calls, participating in calls, attending kick-offs and other related meetings, contracting and budget analysis, drafting and facilitating the approval of project management documentation, contracting documentation, budgets, minutes, tracking information , press information, and other communications items. Solicits participation of business owners in defining and validating innovations requirements and ensure the customer, business owners, and stakeholders are kept abreast and involved through the planning process. Develops, maintains, and reports project plans in support of project priorities and requirements determined by VHA leadership and assigned by supervisor. Reviews and monitors staffing requirements and schedules for the project team. Serve as a Project Manager, coordinating and planning activities within an assigned project. Position is aligned to assist the project team, and others to develop and maintain project plans and schedules. Facilitates meetings to execute the project's processes; coordinates and monitors project status; performs analysis of activity and project status and utilizes the results as the basis for project status reporting. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/02/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: GS-9: Entry Level Analyst: Applies basic principles and techniques under supervision. Develops foundational skills through training or study. Handles routine tasks, adapts established practices. Understands SimLEARN's role; monitors grants/contracts. Work is closely reviewed for soundness and policy compliance. GS-11: Developmental Analyst Tackles more complex assignments, limited in scope. Interprets and adapts guidelines independently. Handles sensitive issues in specialized areas. Plans, develops, and evaluates projects and studies. Influences project effectiveness and operational methods. GS-12: Advanced Developmental Analyst Applies professional knowledge to broad, complex duties. Manages difficult assignments with little precedent. Directs team studies, negotiates with management. Develops evaluation criteria and resolves cross-org issues. Presents recommendations and maintains project schedules. GS-13: Full Performance Analyst Acts as technical expert and project coordinator. Masters advanced analytic and project management methods. Leads complex studies, develops long-range plans/goals. Resolves critical agency-wide problems, consults in specialty areas. Influences senior management and agency operations OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this position by grade levels candidates must possess; GS-0343-9 Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related GS-0343-11 Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related GS-0343-12 There is no educational substitution at this grade level, and candidates must possess specialized experience equivalent to the next lower grade. GS-0343-13 There is no educational substitution at this grade level, and candidates must possess specialized experience equivalent to the next lower grade. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond. Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)
