Description of Work
*This position will require occasional travel to project locations within North Carolina.*
This Program Analyst I position is responsible for project management for technical and program development activities of the Brownfields Redevelopment Section on brownfield projects. This position encompasses all areas of DWM, some other Divisions and crosses over to EPA. A Brownfields Project Manager in this position must possess the ability to comprehend geology, chemistry, engineering, environmental science, vapor intrusion issues, sustainability practices, as well as evaluating and implementing safety measures. This Program Analyst I must possess the wherewithal to convey those measures to the public, developers, consultants, legal counsel, and future occupants of redeveloped brownfield properties. This position will also provide technical expertise for all assessment and mitigation measures under this program. This Program Analyst I must ensure compliance with the Brownfield Property Reuse Act of 1997 and all other State and Federal environmental regulations to ensure the application of sound technical practices and the protection of the environment and public health on brownfield properties.
- Key Responsibilities:
- Manage projects and provide technical oversight and guidance to parties working with the Brownfields Redevelopment Section, while supporting the protection of public health and the environment.
Guide and interpret environmental site assessments, identify site specific data gaps, and direct appropriate assessment activities to address those gaps. Collaborate with prospective developers to establish and implement mitigation measures required for the safe redevelopment of brownfields properties. Draft and finalize all associated legal documents, including the Brownfields Agreement, the Notice of Brownfields Property, and the survey plat.
Apply a developing understanding of risk analysis related to the reuse of contaminated brownfields properties, utilizing knowledge of risk assessment and risk management throughout the brownfields process.
Communicate effectively with diverse stakeholders—including Section and Division staff, public information officers, development teams, and the public—by conveying technical information and regulatory requirements clearly and accurately.

The Division of Waste Management is responsible for protecting the public health and environment through assuring that solid and hazardous waste and underground storage tanks are managed properly, and existing contamination is cleaned up across the State of North Carolina. This is accomplished through the Hazardous Waste, Solid Waste, Superfund and Underground Storage Tank Sections, and the Brownfields Redevelopment Section. This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.
Minimum Education and Experience

Bachelor’s degree from an appropriately accredited institution and three (3) years progressively responsible experience related to the area of assignment; or an equivalent combination of training and experience.
