Summary

This position is part of the Defense Human Resources Activity, Defense Human Resources Activity. The incumbent provides expert technical expertise and knowledge as it relates to monitoring, scheduling, and implementing travel card policies and initiatives.

Duties

As a Program Analyst (Travel Programs) at the GS-0343-13 some of your typical work assignments may include: Formulate, design, and implement innovative, department-wide travel card policies and streamlined operating procedures; utilize predictive policy analysis to align DoW regulations with OMB, Treasury, GAO, and GSA directives while proactively eliminating administrative redundancies. Direct enterprise-level fraud, waste, and abuse (FWA) surveillance and forensic compliance analysis; deploy anomaly-detection methodologies, Merchant Category Code (MCC) pattern screening, and data-driven risk matrices to detect improper card usage, mitigate internal control vulnerabilities, and safeguard government funds. Serve as the principal technical expert and strategic authority for audits, reviews, and inspections; apply compliance engineering methodologies to participate in external reviews, resolve complex inquiries, and prevent regulatory misalignments with DoD FMR Volume 9 and DoW GTCC regulations. Conduct advanced statistical, qualitative, and diagnostic analyses of program portfolios (CBA/IBA); develop predictive data models to forecast emerging delinquency trends, calculate mission-critical ratios, and deliver high-impact, actionable data visualizations that enable DoW leadership to operate at peak operational efficiency. Cultivate and manage strategic partnerships across Department leadership, component commands, card-issuing financial institutions, and Agency Program Coordinators (APCs); serve as the primary operational liaison to resolve cross-organizational escalations, deliver executive briefings, and align enterprise travel card operations with DoD-wide mission priorities. Monitor, map, and optimize critical system interfaces between the Travel Card Program and external systems (e.g., DTS, military/civilian payroll); employ systematic troubleshooting and root-cause analysis to prevent functional system errors, ensure seamless data exchange, and perform continuous technical evaluations. Negotiate high-impact program improvements with senior officials and commercial partners while evaluating System Change Requests (SCRs); utilize capability gap analyses and digital dissemination frameworks to overcome organizational resistance, roll out modern training architectures, and drive resource-saving process changes.

Qualifications

You may qualify at the GS 13 , if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below: Experience using laws, policies, and regulations governing the DoD Government Travel Charge Card (GTCC) Program. Skill in adapting analytical techniques to evaluate program effectiveness, reduce delinquency rates, and enforce mandatory split disbursement. Experience utilizing commercial card Electronic Access Systems (EAS) to conduct data queries and detect fraud, waste, and abuse. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
