Connected Logistics is seeking a Quality Analyses Team Lead to assist in providing the Department of State Directorate of Technology (DT), Enterprise Architecture (EA), Cyber Security Team (CST) comprehensive cybersecurity support services to protect critical consular systems and data. The CST Cyber portfolio ensures compliance with federal mandates including the Federal Information Security Modernization Act (FISMA) and the Risk Management Framework (RMF), encompassing security monitoring, incident response, threat detection, vulnerability management, and continuous authorization activities.
The Quality Analyses Team Lead directs checklist-based reviews across RMF delivery teams. This CO1 role checks artifact completeness, technical consistency, evidence sufficiency, and review traceability. It is distinct from corporate QA oversight and independent security control assessment.
Key Responsibilities:
Responsible for leading technical quality reviews and formal internal readiness gates for RMF artifacts and authorization packages.
- Maintain and apply step-specific DOS/CST quality and assessment-readiness checklists with documented pass/fail criteria.
- Review categorization, boundaries, overlays, inheritance, implementation statements, inventories, evidence, markings, and calculations.
- Check alignment among SSPs, BIA, privacy and identity artifacts, SIA/NOC records, cloud models, and current system versions.
- Record deficiencies, assign correction actions through the responsible IASS or Lead, and revalidate returned items.
- Track draft, review, Lead approval, Government comments, final submission, version, and acceptance status.
- Analyze recurring defects and rework; recommend improvements to checklists, templates, training, and procedures.
- Coordinate with RMF Leads and corporate QA while preserving independent assessment authority.
Requirements
- U.S. citizenship and a final Secret clearance or higher
- Relevant degree in cybersecurity, computer science, information systems, or a related discipline, subject to the LCAT and permitted substitutions.
- Senior-level RMF artifact development and technical review experience, including team coordination and documented quality gates.
- Detailed understanding of Federal authorization artifacts, NIST controls, control inheritance, and evidence traceability.
- Ability to detect contradictions, incomplete implementations, unsupported statements, and stale system information.
Preferred Qualifications
- CGRC, CISSP, CISA, or relevant quality/auditor credentials.
- DOS/CST checklist, TRT, and ArchAngel experience.
- Experience measuring first-pass acceptance, defect trends, rework, and corrective-action effectiveness.
Success in this position will be demonstrated by complete review records, timely correction validation, fewer recurring defects, and improved first-pass Government acceptance.
