Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Real Estate Personnel to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as the Real Estate Project Manager directing and advising clients, sponsors and team members on the acquisition of major project lands, easements, real property and rights-of-way.

Duties

  • Manage major real estate acquisition projects involving land, easements, rights-of-way, and other property interests.
  • Plan and execute complex property acquisitions and relocations involving high-value properties, partial interests, businesses, and residences.
  • Control project schedules, budgets, and funding to meet acquisition milestones and program requirements.
  • Negotiate with landowners and stakeholders and prepare recommendations for acquisition, settlement, or condemnation actions.
  • Review acquisition documents and provide technical guidance to ensure compliance with applicable laws, regulations, and project requirements.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience for GS-12: One year of specialized experience which includes:1) Conducting and negotiating real estate acquisition actions for lands, easements, rights-of-way, partial interests, and high-value properties. 2) Overseeing property interests and settlement terms by non-Federal sponsors and government agencies. 3) Reviewing acquisition files, surveys, title documents, appraisals, deeds, and relocation agreements for completeness and compliance with applicable requirements. 4) Preparing acquisition reports, counteroffers, and recommendations to support property acquisition, relocation, or condemnation actions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Qualification requirement: Qualifications must be met by the closing date of this announcement.
