We are seeking a Program Manager III to lead expansion strategy for our Rural Super Rural Plus (RSR+) program within R2L. In this role, you will own strategic expansion planning end-to-end — evaluating and prioritizing opportunities, building the roadmaps that guide the program's long-term growth, and driving expansion initiatives from intake through execution within a defined program lifecycle. This position requires a self-directed operator who can navigate ambiguity with autonomy, deep dive across a wide range of functional domains, and communicate with impact at every level — up to VP-level leadership.

  • Key job responsibilities
  • In this role, you will own strategic expansion planning for the RSR+ program, including evaluation, prioritization, and the development and maintenance of expansion roadmaps that guide the program's long-term growth trajectory. You will run the program's intake-to-launch lifecycle, moving initiatives from prioritized intake through scoping and tollgate reviews to launch. You will scope and drive expansion initiatives across a range of strategic programs, translating ambiguous opportunities into structured, executable plans.

Operating with a high degree of autonomy, you will partner with Network Design to validate and align expansion priorities with network capacity and infrastructure realities. You will coordinate across cross-functional stakeholders — spanning design, selection, supply chain, capacity, operations, optimization, and quality — operating within a defined RACI to remove blockers and drive decisions that keep programs moving forward. Through data-driven decision making, you will synthesize complex, multi-source inputs into clear, executive-ready narratives and recommendations — communicating expansion strategy, risks, and program status to VP-level leadership through written and verbal business reviews. You will identify risks and interdependencies early and drive resolution across stakeholder groups.

  • Your day spans capacity feasibility analysis, driving programs through their decision gates, and building OP-level business cases that distill months of network-planning complexity into crisp, decision-ready briefs. Your stakeholders span Network Design, Selection, Supply Chain, and Capacity — and every day is about connecting dots, driving clarity, and moving expansion decisions forward.
  • About the team
  • The RSR+ (Rural Super Rural) program is on a mission to bring delivery speed parity to rural and super rural customers across the country. We operate as a fulfillment center (FC) model within last-mile delivery — meaning we don't just plan strategy, we build and run real operations. Our team sits at the intersection of strategic planning and operational execution, and we value systems thinking, data-driven approaches, and collaborative problem-solving. You'll have real scope and real visibility from day one.

Basic qualifications

  • - Bachelor's degree
  • - 5+ years of program or project management experience
  • - Experience owning program strategy, end to end delivery, and communicating results to senior leadership
  • - Experience defining program requirements and using data and metrics to determine improvements
  • - Experience using data and metrics to determine and drive improvements
  • - Experience in complex problem solving, and working in a tight schedule environment

Preferred qualifications

  • - Master's degree, or MBA in business, operations, human resources, adult education, organizational development, instructional design or related field
  • - 2+ years of driving process improvements experience
  • - Experience working cross functionally with non-tech teams
  • - Knowledge of general AI tools

The base salary range for this position is listed below. Your Amazon package will include sign-on payments and restricted stock units (RSUs). Final compensation will be determined based on factors including experience, qualifications, and location. Amazon also offers comprehensive benefits including health insurance (medical, dental, vision, prescription, Basic Life & AD&D insurance and option for Supplemental life plans, EAP, Mental Health Support, Medical Advice Line, Flexible Spending Accounts, Adoption and Surrogacy Reimbursement coverage), 401(k) matching, paid time off, and parental leave.
