ID.me is a full-time, in-office culture. Role Overview
ID.me is seeking a Staff Tech Lead Manager (TLM) to lead the Reporting & Billing team, where we build the definitive record for the member experience: every workflow, decision, step, and outcome a person moves through while proving who they are. Over 152 million members verify with ID.me across federal agencies, state governments, healthcare organizations, and consumer brands, and each of those journeys is a workflow. Documents get inspected, faces get matched, consent gets granted, sometimes on the first attempt, sometimes across several, sometimes not at all. We are building the system that models all of it consistently and cleanly, so that our customers can report on it, our analysts can study it, and our invoices can run on it.
As a Staff TLM, you will be the technical anchor for that work and the manager of the engineers doing it. This is a hands-on role: most of your time goes to architecture, design, and code, and the rest to hiring, developing, and managing a small team. You will own the reporting data model, design the delivery mechanisms (APIs, exports, event streams) that get the data into customers' hands, and architect the automated billing system that runs on top of it. That billing architecture is yours and your team's to define end to end. It is a rare scope that spans product-facing data platform work and revenue-critical financial systems, with the latitude to design both from the ground up.
This position will work from our McLean, VA office five days per week.
Key Responsibilities
Architect & Own the Transactions Data Model: Own the technical vision for how user activity is modeled, recorded, and stored.
Build Customer Data Delivery: Design and build the mechanisms customers use to get their reporting data through the Developer Portal — query APIs, scheduled and on-demand exports, webhooks, and event streams. Own the API contracts and delivery SLAs that customers and their integrations depend on, including versioning, backwards compatibility, and deprecation.
Architect Billing Automation: Lead and implement the design of the metering and billing architecture that turns events into accurate, auditable charges.
Reliability, Correctness & Compliance: Own the availability and correctness of reporting data writes, reads, and billing runs at production scale. Lead work on observability, data quality monitoring, reconciliation tooling, query performance, and incident response for systems where an error is either a customer-facing data defect or a revenue defect. Ensure the systems meet the security, privacy, and audit requirements of a NIST 800-63-3 IAL2/AAL2 credential service provider.
Lead & Grow the Team: Manage a small team of engineers (2–4 direct reports) while staying hands-on for most of your time. Hire and onboard engineers, run 1:1s, set clear expectations, give direct feedback, and own performance and career growth for your reports. Set the standard for code quality, system design, and engineering practices, and mentor senior and mid-level engineers through code reviews and design discussions.
Drive Delivery & Planning: Own roadmap execution for the team in partnership with Product. Break down work, set priorities, and make the tradeoff calls between new capability, reliability, and tech debt. Represent the team in planning, and work with Finance, Customer Success, and Security on the requirements reporting and billing depend on.
AI-Augmented Development: Model and champion AI-first engineering practices — leveraging tools like Claude Code and Cursor to accelerate design, implementation, and review cycles — and help the broader team adopt these workflows effectively.
Basic Qualifications
Bachelor's degree in Computer Science, Engineering, or a related field (or equivalent practical experience).
8+ years of professional software engineering experience building and operating high-availability, correctness-critical backend and data systems.
Proven ability to lead complex, cross-team technical initiatives from definition through delivery with minimal oversight.
2+ years of experience managing engineers as a tech lead manager or engineering manager, including hiring, performance management, and career development, while staying hands-on in the code.
Deep comfort with relational databases and SQL — designing schemas, writing complex queries, reasoning about query performance, and managing safe schema evolution in production.
Experience designing and versioning APIs and owning the contracts that downstream teams, customers, and SDKs depend on using Java, Kotlin, Go, or similar.
Proficiency with AI-assisted development tooling (e.g., Claude Code, Cursor) with a commitment to an AI-first engineering culture that maximizes team quality and velocity.
Strong written and verbal communication skills, with experience influencing technical direction across engineering, product, finance, and security stakeholders.
Hands-on experience at scale designing and owning event driven architecture using technologies such as Kafka, Pub/Sub, SNS, Debezium, or similar, where accuracy and auditability are non-negotiable.
Experience designing or operating a usage-based metering and a billing system.
Preferred Qualifications
Hands-on experience with Salesforce, NetSuite, and Snowflake — particularly integrating them into an automated quote-to-cash or usage-to-invoice pipeline.
Experience building customer-facing data delivery: reporting APIs, bulk export pipelines, or streaming event feeds and building the developer experience around them.
Proven ability to own and evolve platform APIs consumed by multiple internal teams and external customers, across the full lifecycle from design through versioning and deprecation.
Experience replacing a manual, spreadsheet-driven business process with an automated system.
Experience with identity standards such as NIST 800-63-3, OAuth2, or OpenID Connect.
Experience working in regulated industries such as government, healthcare, or financial services.
