Job Description
- The Strategic Utility Partnership (SUP) Head provides strategic leadership over Globe's nationwide Joint Pole Agreement program, ensuring sustainable access to utility pole infrastructure that enables the company's fixed and mobile network expansion.
- The role is accountable for developing Globe's long-term JPA strategy, leading commercial negotiations with Electric Cooperatives (ECs) and Distribution Utilities (DUs), driving regulatory advocacy, strengthening executive-level partnerships, and establishing governance frameworks that optimize cost, reduce operational risks, and accelerate network deployment.
- Beyond contract management, the SUP Head champions strategic utility partnership initiatives that promote digital transformation, shared infrastructure, and innovative collaboration models with ECs and DUs. The role identifies opportunities that create mutual value for Globe and its partners while enabling faster, more cost-efficient, and scalable network expansion.
- The SUP Head leads a national team responsible for agreement negotiations, contract lifecycle management, compliance, governance, regulatory engagement, commercial dispute resolution, and strategic partnership development in close collaboration with Engineering, Legal, Finance, Regulatory, Operations, and Business teams.
KEY RESPONSIBILITIES
1. Strategic Leadership
Develop and execute Globe's nationwide Joint Pole Agreement strategy aligned with the company's network expansion priorities.
Establish governance frameworks, policies, standards, and operating procedures for all Joint Pole Agreement activities.
Drive continuous process improvements that reduce deployment cycle time and improve operational efficiency.
Lead long-term planning for utility infrastructure partnerships that support Globe's broadband and mobile network growth.
Develop strategic roadmaps that strengthen Globe's relationships with Electric Cooperatives and Distribution Utilities.
2. Commercial and Agreement Management
Lead negotiations, renewals, amendments, and implementation of Joint Pole Agreements with Electric Cooperatives, Distribution Utilities, and government-owned utilities.
Define Globe's commercial strategy on attachment fees, contract terms, cost-sharing arrangements, and dispute resolution mechanisms.
Ensure effective contract lifecycle management from negotiation through renewal or termination.
Maintain centralized visibility of all active Joint Pole Agreements, commercial obligations, renewal timelines, and key performance metrics.
Resolve complex commercial issues affecting network deployment and business continuity.
3. Strategic Partnership Development & Innovation
Develop strategic initiatives that expand Globe's partnership with Electric Cooperatives and Distribution Utilities beyond traditional Joint Pole Agreements.
Identify innovative collaboration opportunities that improve operational efficiency, accelerate network deployment, and generate shared value for Globe and its utility partners.
Digital Utility Transformation (E-Survey)
Promote the adoption of Globe's E-Survey Tool as a digital solution for pole inventory and asset management.
Position the E-Survey Tool as a complementary solution to the utilities' GIS initiatives under the National Electrification Administration (NEA), enabling geo-tagged documentation of pole assets and attachment records.
Drive digitalization initiatives that minimize recurring joint pole inventories and physical audits through reliable digital asset records.
Utility-Assisted Network Planning (Wiring Plan)
Develop partnership models that enable Electric Cooperatives and Distribution Utilities to prepare wiring plans, pole loading assessments, and attachment feasibility studies for Globe's Request-to-Attach (RTA) applications.
Leverage the utilities' knowledge of pole locations, structural capacity, and existing attachments to accelerate approval timelines.
Establish commercial arrangements that allow utilities to generate additional revenue through engineering support services without requiring significant manpower expansion.
Shared Infrastructure Development (OPGW)
Lead partnerships for the utilization of Optical Ground Wire (OPGW) infrastructure owned by Electric Cooperatives and Distribution Utilities to expand Globe's fiber network into underserved areas.
Identify additional infrastructure-sharing opportunities that reduce capital investment while improving network resiliency and deployment speed.
Pilot new utility collaboration models that can be scaled nationally.
4. Network Deployment Enablement
Partner with Network Planning, Engineering, and Build & Deploy teams to prioritize pole access requirements for network rollout.
Ensure timely acquisition of pole attachment rights to support Globe's broadband, enterprise, and mobile expansion programs.
Resolve commercial and operational barriers affecting deployment schedules.
Support engineering teams in developing technical standards for pole attachments and structural compliance.
5. Regulatory and Industry Engagement
Lead Globe's engagement with regulators including NEA, ERC, and relevant government agencies on matters affecting joint pole use and utility infrastructure.
Represent Globe in industry working groups, policy discussions, and infrastructure-sharing initiatives.
Advocate regulatory reforms that promote standardized pole attachment practices, digitalization, infrastructure sharing, and streamlined approval processes.
Monitor regulatory developments and ensure timely implementation across Globe.
6. Financial Management & Cost Optimization
Develop commercial strategies that optimize Globe's annual pole rental expenditures.
Identify opportunities for cost avoidance through infrastructure sharing, process improvements, and commercial negotiations.
Manage annual budgets and financial forecasts related to Joint Pole Agreements.
Recommend alternative infrastructure solutions such as underground utilities or shared assets when commercially viable
7. Governance, Compliance & Risk Management
Ensure compliance with applicable laws, NEA policies, ERC regulations, safety standards, and contractual obligations.
Establish governance mechanisms for monitoring compliance across all regions.
Lead enterprise risk assessments involving utility partnerships and network infrastructure.
Oversee contract audits, attachment validations, and compliance reporting.
Develop business continuity plans for critical utility partnerships.
8. Stakeholder & Relationship Management
Build and maintain executive-level relationships with Electric Cooperatives, Distribution Utilities, regulators, and industry partners.
Resolve high-impact commercial disputes through negotiation and collaborative problem solving.
Partner with Legal and Regulatory teams on arbitration, contract enforcement, and policy interpretation.
Foster long-term strategic partnerships that support Globe's business objectives.
9. People Leadership
Build and develop a high-performing national Joint Pole Agreement organization.
Coach, mentor, and develop managers and specialists.
Drive employee engagement, succession planning, and capability development.
Promote a culture of accountability, innovation, customer focus, and continuous improvement
