Summary

The Federal Air Marshal Service (FAMS) maintains regional field office locations across the nation. Each field office is managed by a Supervisory Air Marshal in Charge (SAC) who provides overall supervision for Federal Air Marshals (FAMs) deployed on domestic and international flights and serving in ground-based assignments. FAMS field office SACs maintain robust working relationships within their respective districts, including Federal, State and local law enforcement counterparts.

Duties

This is a secondary law enforcement position. Under the authority of the Aviation and Transportation Security Act (ATSA) (PL 107-71, November 19, 2001), the incumbent functions as a Federal Law Enforcement Officer and performs the duties and responsibilities assigned to Federal Air Marshals (FAMs). The position serves as a Supervisory Air Marshal in Charge (SAC) of the Seattle Field Office. FAMS is a component of Law Enforcement within the Transportation Security Administration (TSA) in the Department of Homeland Security. FAMS promotes public confidence in our Nation's civil transportation systems through effective risk-based strategic deployment of FAMs in both air and land-based mission related assignments in the U.S. and abroad. FAMS primary focus is to detect, deter and defeat terrorist or other criminal hostile acts targeting U.S. air carriers, airports, passengers, crew and, when necessary, other transportation modes within the Nation's general transportation systems. Duties include: Providing senior level leadership to a significant and predominately FAM workforce, overseeing the overall planning, direction, and coordination of operations for a FAMS field office. Establishing and maintaining strategic direction, directing major law enforcement activities in the field office, and advising the FAMS Assistant Administrator and Executive Staff on ongoing requirements and methods to improve security in the aviation domain. Serving as a primary advisor and authoritative consultant to the FAMS Assistant Administrator and Executive Staff on field office investigations and related law enforcement issues, planning and directing the management of activities related to criminal investigations. Establishing and maintaining liaison with other federal, state and local law enforcement agencies, as well as with the airline industry, representing the FAMS in field office business matters. Serving as the point of contact for FAMS media and promotion activities. Providing senior level leadership, directing the work of subordinate managers and performing a wide range of managerial duties including: planning, communicating vision and objectives; assigning tasks and responsibilities; setting priorities; monitoring and evaluating performance; coaching and developing employee capabilities; and, taking, recommending or approving corrective/disciplinary actions, as appropriate. Establishing and communicating to subordinate managers both short- and long-range program plans, goals, requirements and priorities.

Qualifications

To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience equivalent to the SV-J Pay Band or GS-14 in the Federal service or equivalent experience in state or local government or the private sector. Specialized experience is defined as experience that has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of this position. Specialized experience is defined as: Demonstrated experience leading, developing, implementing, and administering comprehensive law enforcement and security management programs in a large geographically dispersed organization. Demonstrated experience collaboratively working across organizational lines in implementing law enforcement and security management programs. Conditions of Employment Top Secret (TS) Security clearance required. This is a critical-sensitive position, and the selectee must successfully obtain and maintain a TS clearance as a condition of placement/retention in the position. Be willing to undertake extensive travel, at times overnight, as required. Successful drug and alcohol tests (negative result) and subsequent random drug/alcohol testing in accordance with TSA policy. This is a confidential financial disclosure (OGE Form 450) filing position. Selectee is entitled to Law Enforcement Availability Pay (LEAP) of up to 25% of base pay for availability to work substantial amounts of "unscheduled duty." This position is emergency essential. DHS TSA employees may be subject to 24-hour on call duty in the event of an emergency. This service may require irregular working hours, work at locations other than the official duty station, and may include duties other than those specified in the position description. Selectees must be able to relocate to emergency sites with little advance notice and function under intense physical and mental stress. Must carry a firearm and maintain proficiency. Must meet qualifying medical and physical fitness standards. Incumbent is expected to successfully complete all agency-required training. LAUTENBERG AMENDMENT: This position may require the incumbent to carry a firearm. Any person who has been convicted of a misdemeanor crime or domestic violence cannot lawfully possess a firearm or ammunition (Title 18, U.S.C., Section 922(g) (9)). A "misdemeanor crime of domestic violence" is generally defined under the statute as any offense involving the use of attempted use of physical force, or the threatened use of a deadly weapon, committed by the victim's current or former domestic partner, parent, or guardian. The term "convicted", as defined in the statute, excludes any person whose conviction has been expunged, set-aside, or pardoned or any person whose civil rights have been restored unless the pardon, expungement or restoration of civil rights expressly prohibits the possession of firearms or ammunition. Candidates who have been convicted of a misdemeanor crime of domestic violence within the meaning of the referenced statue are not qualified for this position. Candidates under consideration will be required to certify whether they have ever been convicted of such an offense. False or fraudulent information provided by candidates is criminally punishable by fine or imprisonment (Title 18, U.S.C., Section 1001). Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. Firearms Certification: This position requires the incumbent to carry a firearm. You must pass a certification at an interval required by the hiring/employing law enforcement component within TSA. Failure to do so will result in the revocation of firearm authorization and any other appropriate administrative action, up to and including removal. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
