SUPERVISORY PROGRAM ANALYST

Summary

You will serve as a SUPERVISORY PROGRAM ANALYST of the COMMANDER NAVAL INFORMATION FORCES in the N8 IW Programs and Requirements Department of NAVAL INFORMATION FORCES.

Duties

• •You will directly supervises civilian employees and provides oversight of contractor support personnel assigned to the branch.
• •You will serve as the principal authority for Fleet C5I capability and capacity needs.
• •You will serve as the Subject Matter Expert (SME) for the review of proposed and future C5I capabilities.
• •You will prepare and present briefings, white papers and other correspondence at the Flag Officer/SES level on any topic regarding Fleet C5I capability and capacity needs.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: - Experience applying masters level of knowledge of the Naval Assured Command and Control Information Warfare capability area and its contributions to Naval Operations and mission completion in order to clarify and submit capability gaps and needs, ensure critical impacts are considered in capability development, as well as effectively manage NAVIFOR Assured Command and Control Program Managers. - Experience applying masters level knowledge of Flag-level staff officer skills that enable effective communication (orally / written) up-echelon to convey critical and/or routine information for decision and/or further action. - Experience applying masters level leadership / management skill that enable coordinating efforts of multiple organizational elements to meet program requirements and objectives within the available resources. Must have ability to establish and prioritize work to meet fluctuating deadlines and respond to a variety of requirements. - Experience interpreting Navy Planning, Programing, Budget, and Execution (PPBE) processes and policies, procedures, and regulations to ensure that budget forecasts, estimates, and submissions conform to requirements, guidelines and program objectives. -Experience with model based budgeting - Detailed knowledge of the Navy Requirements processes to include and understanding of the relationship and roles of the Resources Sponsor, Type Commander, and Program Executive Office in the overall Requirements process.
