Summary

The mission of the Defense POW/MIA Accounting Agency (DPAA) is to provide the fullest possible accounting for our missing personnel from our Nation's past conflicts to their families and our Nation. DPAA personnel research, investigate, recover and identify remains of DoW personnel unaccounted for from World War II, Korean War, Vietnam War, Cold War, Iraq conflicts and the Persian Gulf War. The DPAA Director (SES-3) reports to the Under Secretary of War for Personnel & Readiness (USW(P&R)).

Duties

Incumbent typical work assignments may include the following: Establishes governance policies, metrics, and file plans across all physical and electronic formats. Partners with the CIO, CDO, and IT leadership to integrate recordkeeping requirements into agency data repositories. Oversees the development and review of Systems of Records Notices (SORNs), Privacy Impact Assessments (PIAs), and SSN Justifications. Directs agency document management contracts by developing Statements of Work (SOWs), Independent Government Cost Estimates (IGCEs), and Market Research. Plans and assigns work, establishes performance standards, and conducts appraisals; handles recruitment, awards, and disciplinary actions.

Qualifications

In order to qualify for this position, you must meet the requirements described below. You may qualify at the GS-14 level, if you fulfill the following qualification requirement: One year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service (experience may have been gained in the private sector). Specialized experience for this position includes: (1) Managing enterprise Records and Information Management (RIM) programs and electronic modernization initiatives in compliance with NARA standards and OMB/NARA M-23-07 mandates. (2) Administering privacy and disclosure programs (evaluating PIAs, preparing SORNs, or managing FOIA/Privacy Act releases). (3) Developing Statements of Work (SOWs) and monitoring contractor deliverables for document management systems. (4) Providing supervisory or team leadership to plan work, evaluate employee performance, and mentor staff. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service.
