The primary purpose of this position is to assist the Youth Center Director in planning and administering the base dependent youth program involving a variety of recreation-related activities; such as, coordinating overall programming, fundraisers, teen camps, employment and other special interest camps, seminars, workshops, parties, and field trips.

Duties

Plans and implements events and activities that promote an appreciation for fine arts and cultural awareness; including field trips to galleries, museums, concerts, etc. Conducts on-going formal and informal youth needs assessments to plan for future needs Performs oversight of all program operations and activities to ensure they comply with DoD, AF and local policies Develops appropriated and non-appropriated fund budget input and assists with preparing justification for funding of program resources, requirements and repairs/maintenance of facilities and equipment Supervises a staff of 5-15 NAF Recreation Aids (NF-Is) working at or in training for a level equivalent to GS-189-03

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions, Recreation Aid and Assistant Series 0189 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes practical knowledge of planning and implementing youth programs for a military installation. The employee must competently and independently carry out continuing youth center projects or programs through proper application of the principles, concepts, and techniques of recreation to the specific needs of the projects or programs at hand. The position requires skill in the effective management and utilization of the financial, physical and human resources of recreation programs. The volume and variety of program offerings and the needs and interests of the participating community are fairly basic; i.e., typical, conventional, and well-established. OR EDUCATION: One full year of graduate education with a major study in recreation or physical education. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of recreation, youth services, practices, leadership and administration sufficient to effectively administer an enhanced program in the youth specialty area. 2. Knowledge of the organization and its functions sufficient to carry out day-to-day operations. 3. Ability to plan, organize work, budget, procure and make logistical arrangements for events and activities in accordance with applicable directives and within deadlines. 4. Knowledge of personnel practices, policies and procedures. 5. Skill in establishing effective working relationships. 6. Ability to communicate effectively orally or in writing; and follow written or oral procedures. 7. Skill in developing a program, which covers physical, emotional, social and educational benefits to youths. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
