Position Description

The Technical Project Manager leads the technical execution and delivery of the FSA Identity and Access Management (IAM) modernization project. This role oversees the transition from the legacy AIMS and PAS systems to the new cloud-based IAM solution while ensuring all technical work is completed on time, within scope, and to the required quality standards.

Responsibilities

The Technical Project Manager coordinates deliverables and reporting requirements, supports the consolidation of the two legacy systems into a single modern solution, and works closely with the FSA Product Owner and stakeholders. They actively participate in Agile processes by collaborating on work planning, providing feedback on requirements, and helping define sprint scope. The role includes managing Agile project activities with a focus on lean thinking, flexibility, and continuous improvement, while ensuring rapid and reliable delivery of code changes. They help define user stories and tasks, ensure work meets the FSA Definition of Done, and support the packaging of completed features for deployment. Additional responsibilities include providing uninterrupted technical and project management support during the transition and ongoing operations, as well as leading hour-by-hour operational planning, environment support coordination, change and release management, and overall technical execution of the IAM program.

Required Qualifications

  • - Strong project management skills with experience leading technical IT projects
  • - Solid understanding of Agile methodologies and practices
  • - Ability to manage deliverables, schedules, and cross-functional teams
  • - Excellent communication and stakeholder management skills
  • - Experience with modernization and system consolidation efforts
  • - Proficiency in defining user stories, managing backlogs, and ensuring Definition of Done
  • - Strong organizational and problem-solving abilities
  • - Knowledge of IAM concepts and federal IT environments is highly desirable
  • - Ability to balance strategic oversight with hands-on technical coordination
  • - Team leadership skills in a Agile delivery setting

Salary Range

90k-$125K
