Summary

This position is located in the Office of the Deputy Commissioner for Trademark Examination Policy, within the Customer Service and Support Office. This position develops and executes strategic marketing, outreach, and communication initiatives; conducts and applies audience research and data analysis; manages campaigns and contractor activities; and builds partnerships to expand public awareness and engagement.

Duties

The physical worksite for this position is located in Alexandria, Virginia. Presence at the Alexandria, VA campus is required for this role, as it includes on site functions that must be performed in person. Position may be eligible for situational telework in accordance with agency policy/business unit discretion. The agency currently allows for 52 hours of telework per calendar year. You'll make an impact in this role if: You excel at defining key performance indicators (KPIs), setting performance benchmarks, and reporting on campaign outcomes to senior leadership. You bring expertise in conducting and managing contractors in performing qualitative and quantitative marketing research, including audience analysis, message testing, and data analytics, to build data-driven campaign strategies, materials, and media plans that effectively reach target markets. You thrive in developing and maintaining strategic partnerships with external organizations, industry groups, and community stakeholders to amplify trademark marketing campaigns and expand audience reach at the national level. You serve as the Contracting Officer's Representative (COR) for Trademark initiative(s), as well as for routine contracts and procurements.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. OPM Qualifications Standards are available at Administrative and Management Positions. Specialized Experience is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, you must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service: Specialized experience for this position includes: Experience in developing and executing national marketing and communication strategies and plans across multiple channels, including digital and multimedia platforms, paid media, social media, and traditional media; Experience in providing strategic direction, feedback, and oversight to contractors supporting marketing and communication initiatives, such as consumer market research, creative development, and media buying; AND Experience in developing data-driven campaign strategies, supporting materials, and media plans, and using performance metrics and analytics to evaluate campaign effectiveness and optimize reach to target audiences. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
