Summary
You will serve as an ACCOUNTANT in the COMPTROLLER DEPARTMENT, COMPTROLLER DIVISION of FLEET READINESS CENTER SOUTHWEST.
Duties
- You will serve as the senior level accountant performing the most complex analysis requirements related to the United States Standard General Ledger Accounts (USSGL), Cost Accounting and the Navy Working Capital Fund (NWCF).
- You will apply knowledge of analysis/reporting requirements, work processes, accounting systems structure, and data produced to resolve significant accounting problems and/or issues.
- You will identify and act upon problem areas that may result in changes to existing systems to maintain the integrity of financial and accounting information.
- You will initiate and coordinate studies of accounting problems that typically involve complex, highly integrated accounting, costing and financial management problems.
- You will conduct financial reviews with program and competency managers to address and resolve financial management problems, issues and concerns.
- You will evaluate the USSGL account balances to assess adequacy of appropriation/fund cash flow, ensure proper application of capitalizing versus expensing criteria, and match costs to revenues.
- You will develop, maintain, review and correct all financial reports and statements for the command.
- You will attend meetings, conferences, and workshops and represent the command and make commitments as directed.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying knowledge of accounting principles, theories, procedures and applications to identify and resolve a wide variety of accounting problems and issues; 2) Examining accounting documents, records, reports, and processes to determine the action required to maintain the integrity of financial information; 3) Applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of operations; 4) Utilizing knowledge of cost accounting requirements and all related financial systems and feeder systems and associated financial reports; 5) Gathering, assembling, consolidating, and analyzing financial data and drawing conclusions; and 6) Analyzing financial reports and transactions to identify complex system problems and informational needs to resolve a variety of problems/issues related to accounting operations. Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR A combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge; as well as the inclusion of one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
