General Description
The accountant supports Galveston County’s commitment to responsible, transparent, and ethical management of public resources. Through accurate accounting, financial analysis, reconciliations, and reporting, this position helps safeguard taxpayer funds and ensures County leaders have reliable financial information to make decisions that benefit the community.
Purpose and Public Service Impact
As an Accountant with Galveston County, you will:
Serve the public by helping ensure taxpayer funds are managed responsibly, transparently, and in accordance with applicable laws and policies.
Protect the integrity of County operations through accurate financial reporting, strong internal controls, and ethical stewardship.
Support essential public services by providing reliable financial information that helps County leaders make sound, community-focused decisions.
Promote public trust by maintaining accountability for the collection, expenditure, and safeguarding of public resources.
Contribute to work that has a lasting impact on Galveston County and the quality of life of its residents.
Duties and Responsibilities
The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
- Prepare, review, and post journal entries, adjustments, and reconciliations for grant-related funds.
- Maintain grant budgets, including creation of budget reports for new grants, and financial tracking schedules to ensure expenditures align with funding requirements and approved allocations.
- Prepare and submit financial reports, invoices, and reimbursement requests to granting agencies in compliance with grant terms and conditions.
- Monitor grant expenditures and balances to ensure proper use of funds and compliance with applicable federal, state, and local regulations.
- Coordinate with the Grants Administration and various other County departments to ensure timely reporting and resolution of financial issues.
- Assist with audits, monitoring visits, and financial reviews by providing supporting documentation and responding to inquiries.
- Maintain accurate and organized records for all grant financial activities in accordance with county policies and grantor requirements.
- Assist in the development and implementation of procedures to improve grant accounting processes and ensure compliance with accounting standards.
- Participate in grant closeout activities, ensuring all financial obligations are met and reports submitted.
- Assists in the preparation of the Comprehensive Annual Financial Report.
- Performs other related work as assigned.
Minimum Education and Experience Requirements:
- Requires Bachelor’s Degree.
- Requires two years’ experience in government accounting, general finance operations or closely related experience.

Special Certifications and Licenses:
Prefers CPA or CIA.

Salary: $58,531.00 - subject to qualifications
