Summary

Serves as the Human Resources Liaison (Administrative Officer) applying analytical and evaluative methods and techniques to improve the efficiency and effectiveness of program operations of the organization in addition to substantive program administration functions including but not limited to those concerning internal personnel administration, records management, security and credentialing, training and education administration, compliance, payroll and timekeeping, and special projects.

Duties

Duties Include but are not limited to: Plans, coordinates, analyzes, and evaluates overall as well as local administrative operationsfor the organization. Acts as liaison with staff to ensure coordination of projects and other organizational activities. Communicates with management and staff relative to delayed, incomplete, and/or inaccurate submission of correspondence, reports, and other materials. Maintains effective communication with management of progress and real/potential problems relative to work progress, staffing, and fiscal year goals. Coordinates office management and related support activities for all organizational work sites. Maintains/coordinates local activities for staffing coverage of the office/reception area and enforcement of visitor policies at reception. Coordinates remote, inter-, and intra-site meetings as directed by management. Administering mail receipt and distribution. Serve as primary compliance coordinator for the wider organization. Supports standards compliance survey readiness documentation activities (e.g., for higher-echelon policies, handbooks/implementing guidelines, and directives as well as internal policies and governance). Maintains current policies and procedures and establishes/maintains processes for reviewing and routing proposed revisions. Coordinates annual review of policies and procedures with appropriate organization leadership, survey chairs, and other staff. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday, 6:00am - 2:30pm Telework: This position may be authorized for telework according to agency policy. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/08/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 11 position you must have served 52 weeks at the GS 09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Planning, coordinating, analyzing and evaluating overall as well as local administrative operations of the organization; Develop and maintain systems for control of and access to organizational records and files to include employee files and sensitive documentation; Coordinate personnel actions within the wider organization and serves as liaison to servicing HR staff to resolve related issues and problems; Administers management functions associated with management of performance plans, position descriptions, and periodic performance evaluations; Maintains and monitors a master staffing roster and table of organizational chart for accuracy and reporting. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education to meet the requirement.
