Job Summary
The Area Vice President of Property Management has responsibility for a geographic area or segment of the business and is responsible for the development and implementation of comprehensive programs, initiatives, and strategies that promote the achievement of owner, company, and division objectives. This includes facilitating optimum operational, financial, asset preservation, and human resource outcomes within their assigned area. This position typically has oversight responsibility for 2,500 to 5,000 apartment units while supervising multiple Regional Managers.
The position will over see properties in Pennsylvania, Delaware, Maryland and Virginia.
Essential Job Functions
- Model and instill company mission and values throughout the portfolio
- Participate as contributing partner in the company’s strategic planning process
- Develop and implement strategic plans to promote revenue growth and total operating income
- Champion continuous improvement and regularly oversee the implementation of initiatives to enhance resident satisfaction, work processes and employee productivity
- Determine resource requirements and develop a business case to convey anticipated cash flow
- Spearhead the development and implementation of division wide policies, procedures and initiatives
- Ensure consistent adherence to company policy and procedure throughout the portfolio
- Implement best practices throughout the portfolio
- Oversee the development of operating and capital expense budgets which reflect the owner’s performance objectives
- Oversee the forecasting of major capital expense projects, including HVAC systems, roofing, and parking lot surfacing, etc.
- In partnership with Regional Management, perform periodic operational reviews throughout the portfolio and recommend corrective action to address deficiencies
- Analyze monthly financial statements and take timely action to remediate substandard performance while applauding superior results
- Visit each property semi-annually; complete a full audit of each property annually
- Oversee all aspects of new lease-ups (e.g. staffing, logistics, leasing, application processing, etc.)
- Through Regional Management, verify that property files and documentation are complete, accurate, legible, and compliant
- Through Regional Management, oversee completion of inspections and annual re-certifications for all funding sources accurately and on-time to ensure compliance with applicable program/s (e.g. Low-Income Housing Tax Credit (LIHTC), Home, Public Housing,
- Through Regional Management, ensure the portfolio meets all contractual and operational obligations—safety, security, maintenance, marketing, landscaping/curb appeal, etc.
- In partnership with Regional Management and Human Resources, ensure that vacant positions are filled with compatible, career-oriented employees as soon as possible—ideally within 45 days of less
- Participate in high-profile job interviews and partner with Regional Management and Human Resources to make well-informed hiring determinations (e.g. Regional and District Managers, Regional and District Maintenance Supervisors, Property Managers of complex properties, etc.)
- Counsel underperforming employees and provide direct commentary to improve their performance
- Identify top performers and advocate their ongoing development—build a bench
- Keep ownership and the Interim President, IMC well-informed of significant developments within the portfolio
- Other duties as assigned by the Interim President, IMC
Physical Requirements
This job operates in an office environment and on the road. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. This job requires up to 40% travel throughout the Mid-Atlantic region.
Requirements
Knowledge, Skills, and Abilities
- Bachelor’s degree required
- Minimum of 7 years within the property management industry
- At least 7 years of senior-level supervisory experience, which includes annual budget processing, accounting, compliance, and interviewing/selection/performance management of employees
- Experience with Public Housing, Project-based Voucher, Tax Credit, HUD, and Section 8 is highly preferred
- Excellent interpersonal skills
- Advanced financial acumen and critical thinking skills
- Advanced analytical and problem-solving skills
- Superior written and verbal communication skills
- Embrace software updates, AI, etc.
- Ability to work in a fast-paced, action-oriented environment
- Ability to establish relationships across the organization and at various hierarchical levels
- Ability to establish relationships with the state and federal agencies
