Summary
Employee will be assigned to Financial Management Service, VA Health Care System, Big Spring, TX, serving as a full assistant to the Chief Financial Officer (CFO), and will assist the CFO in everyday management responsibilities in close relationship with the facility Director, staff, and operating officials from various services of the medical center.
Duties
***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include, but may not be limited to the following: Assists the Chief Financial Officer (CFO) by advising of the current historical data necessary for formulating the annual budget program to the Associate Medical Center Director. Assists in assembling, preparing, justifying and forwarding the station plan during the preparation phase of the annual budget. Audits the cost records in the various operating areas where responsibility for budget control has been vested during the execution of the annual plan. Serves as direct supervisor to various staff to include: prioritizing major work efforts; evaluating performance; giving advice, counsel, or instruction, hearing and resolving complaints and grievances, identifying training needs, etc. Assists the Chief Financial Officer (CFO) in developing pertinent financial data and recommending additional sources of or changes in existing reports and controls used in connection with the station fund control program. Remains cognizant of trends and furnishes the Chief Financial Officer (CFO) with an accurate interpretation of the circumstances. Compiles information from normal accounting and budgeting reports with combined data of non-financial nature to produce comprehensive analyses of program accomplishments in financial terms. Assists in conducting and maintaining an internal Financial Quality Assurance Management (FQAM) review program to ensure that financial policies and procedures of the station are being followed and are effective. This includes auditing of cost control records maintained by other Services. Provides general oversight and communicates regular reports to the Chief Financial Officer and Executive Management on topics such as prior pay period corrections, timeliness of certifications, corrected timecards and other payroll-related topics. Analyzes and provides suggestions to program officials and managers to improve payroll operations and ensure the timely and accurate payment of all staff. Ensures that travel services are conducted in compliance with statutory requirements and agency regulations. Analyzes and provides suggestions to program officials and managers to improve travel operations and ensure the efficient expenditure of limited travel funds. Performs other related duties as assigned. Work Schedule: Monday - Friday, 8:00am - 4:30pm. Qualifications
BASIC EDUCATION REQUIREMENT: A. Bachelor's degree (or higher) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (TRANSCRIPT REQUIRED) OR B. Combination of education and experience, which includes: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following: a) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law (TRANSCRIPT REQUIRED); or, b) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination (COPY OF CERTIFICATE REQUIRED); or, c) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement above, provided that (1) you have successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (2) a panel of at least two higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described above; and (3) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements. (TRANSCRIPT OR PROOF REQUIRED). SPECIALIZED EXPERIENCE: In addition to meeting the basic education requirement above, applicants must have at least one (1) year of specialized experience that equipped them with the knowledge, skill and ability to successfully perform the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-12 level in the Federal service. Specialized experience includes: developing, coordinating, and maintaining an integrated system of financial services to include accounting, budgeting, and financial analysis; overseeing staff in the performance of accounting/budget functions; developing and executing operating budgets; providing technical advice to senior level staff on all financial aspects; reporting general management and financial data; performing financial audits; and performing various supervisory duties, such as directing and assigning work to subordinate staff. Your qualifications will be evaluated based on your application materials (e.g., resume, supporting documents), your responses on the application questionnaire, and your responses to all assessments required for this position. You will be assessed on the following Competencies for this position: Conflict Management Influencing/Negotiating Manages Resources Partnering Planning and Evaluating Supervisory Situational Judgment Test. Applicants will be required to complete a Supervisory Situational Judgment Test (SSJT) as part of the assessment process for this position. The SSJT evaluates judgment and decision-making skills that align with relevant competencies, organizational values, and best practices. Assessment results may be used as part of the evaluation, ranking and referral process. This is not a timed test, however, the assessment is expected to take approximately 45 minutes or less to complete. The assessment for this application does not include a cut score for a minimum level of required proficiency in these critical general competencies. However, you must answer each item in the assessment. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
