Summary

This position is located in the Department of Health and Human Services, Office of Inspector General, Office of Management and Policy.

Duties

This incumbent of this position serves as a Budget Analyst and reports directly to an Assistant Budget Director. The incumbent performs a variety of budget execution and monitoring functions in assigned areas, in support of the Office of Management and Policy, as well as Budget Division's mission and program objectives. Work may be performed in any segment of the normal range of budget administration work, including budget formulation, budget presentation and budget execution. At the full performance level the duties of this position include but are not limited to: Works with component administrative and budget personnel in the development of annual operating plans and schedules for the execution of approved budgets. Interprets regulations, directives and polices and provides advice and assistance to component administrative and budget personnel. Enters and compiles data and prepares a variety of ad hoc and reoccurring reports and analyses related to budgetary management issues such as the status of funds, obligations, FTE usage, etc. Monitors, reviews, and reconciles commitments, obligations, reimbursable orders, etc. Identifies potential issues and provides recommendations and justifications for resolution of budgetary problems. Maintains databases, registers, and other budget tracking systems employed by the organization. Tracks obligations, expenditures, and the flow of funds.

Qualifications

Minimum Qualifications To qualify at the GS-7 grade level applicants must have: One year of specialized experience equivalent to at least the next lower grade level, (GS-05) in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must include experience: Executing plans, compiling cost figures, monitoring the rates of obligations and expenditure of funds; OR Successfully completed one full academic year of graduate-level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of this position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours will be considered as satisfying the 1 year of full-time study requirement; OR A combination of the experience and education described above which totals at least 100%. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify; OR Successfully completed all the requirements for a bachelor's degree and claiming Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. Superior Academic Achievement is based on: (1) Class Standing - You must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - You must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - You may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). To qualify at the GS-9 grade level, in addition to meeting the requirements above, applicants must have: One year of specialized experience equivalent to at least the GS-07 grade level in the Federal service which provided the applicant with the particular knowledge, skills, and abilities to perform the duties of this position. Qualifying specialized experience must include experience: Preparing, formulating and executing budgets to include regulations, cost estimates, and financial databases; OR Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of this position such as business administration, finance, public administration, economics, statistics, or other closely related field; OR A combination of the experience and education described above which totals at least 100%. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. To qualify at the GS-11 grade level, in addition to meeting the requirements above, applicants must have: One year of specialized experience equivalent to at least the GS-09 grade level in the Federal service which provided the applicant with the particular knowledge, skills, and abilities to perform the duties of this position. Qualifying specialized experience must include experience: Tracking and executing annual budgets using a complex financial management system; OR Successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as business administration, finance, public administration, economics, statistics, or other closely related field; OR A combination of the experience and education described above which totals at least 100%. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
