Summary

This position is located in the Financial Resources Management Service at the Michael E. DeBakey VA Medical Center, Houston, TX (MEDVAMC). The primary purpose of this position is to provide financial advice and perform assistance work for internal operations of the medical center, such as, education, research, operations, and maintenance programs in direct support of the Budget Officer and Chief Financial Officer in order to successfully meet the mission and objectives of the facility.

Duties

Major Duties: Provides instruction to management officials during budget call and other budget formulation processes. Performs budget formulation including preparing detailed analyses and estimates of annual funding needs for one or more future budget years. Reviews historical data of how funds were utilized within the administered programs. Directs the development of data for annual and long-range budget formulation. Gathers, compares, and correlates information about current and future programs and activities with projected cost of operations. Reviews a broad base of historical data and current trends to validate and consolidate requests and estimates for an integrated budget forecast for the medical center. Directs the compilation and coordination of the presentation materials. Puts presentation materials in a format consistent with existing legislative and regulatory guidance and in a format acceptable to reviewing and approving authorities. Reviews material concerning the medical center's budget for use in briefing top officials. Studies the materials and ensure Department priorities and objectives are addressed. Effectively tutors presenter on the budget proposal. Performs duties involving the analysis and forecasting of the usage of funds within a program. Interprets reports and other financial data for the program review and analysis. Computes and predicts effects of changes in administered programs. Provides advice and assistance on financial matters. Resolving a variety of conventional and complex budget management problems, questions, or situations and monitoring established budget management systems and programs. Plans and carries out projects to improve the efficiency and productivity of organizations and employees in administrative support activities. Identifies, analyzes, and makes recommendations to resolve conventional problems and situations. Applying analytical expertise, the Budget Analyst provides the Medical Center Staff and management official's budgetary data relative to the allocation and utilization of funds and applicable distribution of applied cost and workloads for medical care programs. Proficient in VISTA, VSSC, Microsoft Excel, and multiple databases as it applies to gathering data to prepare budgetary reports. Collaborates with various program officials in preparing all replies to Central Office and VISN fund inquiries for programs such as Homeless, Prosthetics, MCCR, Office of Academic Affiliation programs Consistently communicates established policies to and procedures to customers (veterans, their representatives, visitors, and all VA Staff) in a courteous and tactful manner. Routinely processing transactions related to the the transfers of funding and costs. Work Schedule: Monday-Friday, 8:00am-4:30pm (Subject to change based on the needs of the agency) Telework: This position may be authorized for telework. Some walking and standing may be required when attending meetings, conferences, or conducting inventory reviews. Occasional carrying of light items may be required. Work Environment: The work is primarily performed in an office setting that is adequately lighted, heated, and ventilated. Occasional visits to warehouses, supply areas, or similar facilities may be required.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/16/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ensuring budget forecasts, estimates, and submissions comply with established requirements, guidelines, and financial objectives. Identifying, analyzing, and resolving a wide range of budgetary problems, including developing alternative solutions to address discrepancies and conflicts. Reviewing requests for funds and expenditures to determine whether they are appropriate, necessary, and timely. Locating, interpreting, and analyzing financial data using budgetary and accounting systems. Utilizing Microsoft Office applications, including Excel, Word, Access, and Outlook, to prepare, analyze, and maintain budgetary reports and financial data. Providing guidance and instructions to program officials during budget calls and budget formulation processes. Performing budget execution activities, including monitoring obligations, expenditures, and available funding for a medical center. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related (transcripts required). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of successfully completed graduate education (beyond the first two graduate years or 36 semester hours) and specialized experience to meet the total qualification requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of the position. Note: Transcripts are required.
