What You’ll Do

You’ll work with business and technical stakeholders to elicit, analyze, document and validate requirements, and to support data quality, testing and solution delivery:

  • Lead requirements discovery sessions with state partners and business stakeholders to gather, clarify, and validate functional, technical, and reporting requirements.
  • Partner with State agencies, data engineering, QA, reporting, and project management teams to translate business needs into clear requirements, acceptance criteria, and implementation-ready work items.
  • Analyze information gathered through work sessions, source documentation, and data research to develop complete, accurate, and well-structured requirements.
  • Create and maintain detailed project documentation, including business requirements, user stories, use cases, process flows, data mapping notes, and requirements traceability.
  • Support analysis of Healthcare and Social Services data, including Medicaid enrollment, eligibility, provider, claims, member access, and related program data, to define business rules, reporting needs, data quality expectations, and validation scenarios.
  • Identify, document, and help triage data anomalies or requirement gaps, collaborating with cross-functional teams to drive timely resolution.
  • Provide cases and business context to data analysts for profiling and validation, review findings, and assess alignment with Healthcare, Social Services, Medicaid, CMS, and program-specific guidelines.
  • Develop and co-ordinate user training, demos, and knowledge transfer sessions to support adoption of new solutions, reports, dashboards, and business processes.
  • Coordinate user acceptance testing by supporting test planning, business test scenario development, stakeholder participation, issue tracking, and UAT sign-off for new solutions and enhancements.

Requirements

  • 5+ years of experience as a Business Analyst, Systems Analyst, or related role supporting Healthcare, Social Services, Medicaid, or data analytics programs.
  • 3+ years of strong ability to elicit, analyze, document, and validate business, functional, technical, reporting, and data requirements.
  • 3+ years of experience creating clear documentation, including business requirements, user stories, use cases, process flows, data mapping notes, meeting notes, and requirements traceability.
  • 2+ years of strong analytical, problem-solving, and critical-thinking skills, with the ability to understand complex business processes and identify gaps, risks, and dependencies.
  • Ability to translate business needs into implementation-ready requirements, acceptance criteria, test scenarios, and actionable work items for technical teams.
  • Excellent written and verbal communication skills, with the ability to facilitate meetings, ask effective questions, and communicate with business users, technical teams, and leadership stakeholders.
  • Self-starter with the ability to manage multiple priorities, coordinate across teams, and deliver high-quality work in a fast-paced environment.
  • Proficiency with Microsoft Word, Excel, SharePoint, Visio, and related tools used for requirements documentation, analysis, and collaboration.
  • Knowledge of Medicaid, Healthcare, Social Services, CMS reporting, member eligibility, provider, claims, or related program data.

Bonus Experience

  • Experience with data warehousing, reporting, dashboards, data profiling, data quality validation, or analytics solution delivery.
  • Familiarity with SQL, relational databases, metadata tools, lineage, data mapping, or ETL/data integration concepts.
  • Experience with Agile delivery, backlog management, sprint planning, demos, and collaboration with product owners or project managers.
  • Experience developing training materials, facilitating user training, and supporting adoption of new reports, dashboards, workflows, or business solutions.
