Overview

The Business Process Reengineering Analyst supports hands-on discovery and process redesign for PhoenixTeam's Department of the Interior modernization program. The role works with the senior transformation lead and business analysts to understand how work is performed today, document bottlenecks and root causes, and design clearer future-state workflows before automation or technology changes are implemented.

This position is well suited to a strong process analyst or consultant who is comfortable working across unfamiliar business domains, asking the right questions, and turning messy operational detail into usable process documentation and improvement opportunities.

Key Functions

Conduct structured reviews of current-state workflows, participate in discovery sessions, and document steps, handoffs, controls, bottlenecks, and root causes across offices.

Use Python and SQL to analyze process data, investigate bottlenecks, and measure changes in cycle time, error rates, and workload.

Develop future-state workflows that simplify steps, reduce administrative burden, improve consistency, and clarify roles and responsibilities.

Identify where automation, digital forms, integrated tools, or AI-enabled capabilities can improve the process and work with analysts and technical staff to define the supporting requirements.

Create SOPs, workflow diagrams, RACI matrices, templates, job aids, and other implementation materials that help teams adopt redesigned processes.

Support pilot testing by collecting cycle-time, error-rate, workload, and user-feedback data; document findings and help refine the process.

Maintain accurate process documentation and ensure work products align with applicable policies, internal controls, accessibility needs, and federal requirements.

Minimum Qualifications

Bachelor's degree and 5+ years of relevant experience in process analysis, business process reengineering, process improvement, consulting, or related work.

Hands-on experience using Python to prepare and analyze process data, and SQL to query, join, and validate data.

Hands-on experience producing current-state and future-state process documentation and identifying root causes, bottlenecks, and improvement opportunities.

Experience developing process artifacts such as SOPs, workflow diagrams, RACI matrices, templates, or job aids.

Ability to work independently through ambiguity, learn unfamiliar processes quickly, and convert findings into clear, actionable documentation.

Must be able to successfully complete the background investigation, suitability, credentialing, and system-access requirements applicable to a Moderate Risk Public Trust position.

Preferred Qualifications or Skills

Federal consulting or professional-services experience.

Lean Six Sigma Green Belt or comparable process-improvement training or certification.

Experience with Microsoft Visio, Lucidchart, or comparable process-mapping tools.

Working knowledge of Microsoft Power Platform, SharePoint/Microsoft 365, data and API concepts, or similar modernization technologies.

Hands-on use of generative AI or LLM tools to support process analysis, research, documentation, or redesign.

Position Details

Employment type: Full-Time, W2.

Location: Primarily remote within the U.S.; occasional travel to Department of the Interior locations may be required based on project needs.

Hours: 40 hours/week, Monday-Friday, with required availability during DOI core hours of 9:30 a.m.-3:30 p.m. ET.

Target start: As soon as possible, subject to required government onboarding.

Program: Department of the Interior (DOI) modernization program.
