User Experience & Service Delivery Evaluation:
- Assess customer and user experience across internal and external user communities
- Evaluate Service Level Agreements (SLAs), performance metrics, and delivery reliability

- Identify shared services opportunities and potential cost avoidance through consolidation
- Build business cases that quantify potential savings, efficiency gains, and mission value
- Connect financial analysis to operational benefits and mission outcomes
Integration & Duplication Analysis:
- Contribute to dependency and integration assessments with mission and business context
- Identify duplicative capabilities across the portfolio that represent consolidation opportunities
- Evaluate opportunities to leverage secure APIs, shared services, and enterprise platforms
- Assess data exchange requirements and interoperability needs from a mission perspective
Documentation & Modernization Strategy Support:

- Contribute mission-focused inputs to scoring rubrics, confidence indicators, and validation frameworks

- Support prioritization model development with inputs on mission impact, operational risk, cost-benefit, feasibility, sequencing logic, and quantified benefits

- Trace user experience requirements, SLA expectations, and fit-for-purpose status to specific modernization pathways
- Ensure modernization options (retain, rehost, replatform, reengineer, replace, consolidate, retire) are grounded in mission value and operational feasibility
- Develop defensible rationales that connect technology decisions to mission outcomes
- Build evidence-based narratives that support executive decision-making
Requirements
- Bachelor's degree and 15+ years of experience in business architecture, IT consulting, or mission analysis supporting federal mission systems
