Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Program manager responsible for the management and implementation of the Cognitive Monitoring Program for the Army Medical Command. Position is located in Falls Church, Virginia.

Duties

  • Provides guidance and advice to the Army Warfighter Brain Health Director, Chief, SPD; Director, CSPO; and Director, Policy and Force Integration on issues related to planning, execution, coordination, and monitoring of Cognitive Monitoring Program.
  • Provides comprehensive oversight of pre-deployment cognitive testing throughout the Army Medical Department.
  • Serves as the Contracting Officer's Representative for the Cognitive Monitoring Program Services contract.
  • Serves as primary subject matter expert, advisor and consultant on Cognitive Assessment for the US. Army Medical Command and Office of The Surgeon General.
  • Conducts research on outcomes of the effectiveness of cognitive assessment testing as well as on other neuropsychological tools and computer programs which may increase the efficiency and effectiveness of Army Neuropsychology.
  • Ensures standardization of baseline and post-testing program execution and interagency referral processes within Army Medical Command.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement: Degree: Doctoral Degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year specialized experience which includes monitoring program outcomes to deliver automated cognitive assessment services; serving as a subject matter expert on Cognitive Assessment to facilitate clinical testing; serving as a liaison between clinical programs and external agencies; monitoring baseline and post-testing program execution to ensure standardization and adherence to established metrics; conducting analysis on the effectiveness of cognitive assessment tools or neuropsychological computer programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Licensure/Certification: This position requires a current, active, valid, and unrestricted clinical license to practice Psychology independently offered by a U.S. State, District of Columbia, Commonwealth, territory, or jurisdiction.
