- Leidos is seeking an experienced Cloud Engineering Manager to lead cloud operations and service delivery initiatives supporting the United States Coast Guard's Command, Control, Communications, Computers, Cyber, and Intelligence Service Center (C5ISC) in Alexandria, VA. In this role, you will lead a high-performing team responsible for delivering secure, reliable, and modern IT services across AWS and Azure cloud environments that support critical Coast Guard missions. You will partner with government leadership and cross-functional technical teams to drive operational excellence, strengthen cybersecurity, modernize cloud services, and improve mission outcomes across the Coast Guard enterprise.
Ready to engineer solutions that matter?
The Cloud Engineering Manager plays a central role in ensuring that the contract’s IT services and solutions are delivered effectively, efficiently, and in compliance with government regulations and service-level agreements (SLAs). This role bridges program management, technical execution, and customer liaison, with accountability for day-to-day operations. Some of the areas the candidate will be responsible for are service delivery and performance management, customer and stakeholder engagement, incident management, continuous improvement, modernization and people management activities.
Primary Duties:
Provide direct people leadership, coaching, performance management, staffing, and technical direction for a multidisciplinary team of cloud engineers, cloud infrastructure and migration architects, network engineers, identity engineers, and test engineers; lead through technical leads and product managers as the organization grows.
Own engineering strategy, architecture quality, technical standards, and execution across AWS and Microsoft Azure environments, including landing zones, cloud infrastructure, networking, identity and access management (ICAM), Windows/Azure Virtual Desktop (AVD), and platform modernization.
Lead end-to-end cloud migration efforts: discovery and dependency analysis, target-state architecture, migration-wave planning, implementation, validation, cutover, and post-migration stabilization, with minimal disruption to mission operations.
Personally engage in architecture and design reviews, challenge assumptions, resolve complex technical issues, and guide teams toward elegant, scalable, resilient, cost-conscious solutions rather than serving solely as an administrative manager.
Oversee the engineering and implementation of infrastructure as code (IaC), automation, cloud-native services, configuration baselines, observability solutions, disaster recovery capabilities, and standardized deployment patterns, leveraging DevSecOps and Agile practices.
Partner with cybersecurity and authorization teams to engineer compliant solutions and produce quality technical evidence supporting NIST RMF, FISMA, FedRAMP, DoD Impact Level requirements, Zero Trust, and ATO activities.
Lead cross-functional planning with Cloud Operations, Cybersecurity, PMO, application owners, and government stakeholders; ensure engineering designs are supportable and transition cleanly into sustainment.
Manage engineering delivery plans, integrated schedules, milestones, dependencies, capacity, estimates, risks, and mitigation actions; track progress and ensure technical deliverables meet quality, cost, and schedule commitments.
Serve as a trusted technical advisor to Coast Guard and program leadership; communicate architecture options, tradeoffs, decisions, technical risks, and recommended solutions clearly to both technical and nontechnical audiences.
Direct collaboration with AWS Professional Services and other technical partners, ensuring partner work is integrated with government priorities, internal engineering plans, knowledge transfer, and measurable outcomes.
Develop technical talent and succession depth through mentoring, design reviews, skills development, recruiting, and clear ownership; establish accountability and continuous improvement across engineering teams.
Create and review architecture diagrams, engineering designs, migration runbooks, implementation plans, technical documentation, and decision records; present recommendations to customer technical review and governance forums.
Basic Qualifications:
Bachelor's degree in Computer Science, Engineering, Information Technology, or a related discipline (or equivalent relevant experience, subject to program requirements).
8+ years of progressively responsible cloud/infrastructure engineering or architecture experience, including 3+ years supporting federal government contracts or programs.
4+ years of direct technical people management or engineering team leadership, with demonstrated responsibility for a sizable, multidisciplinary engineering organization.
Strong hands-on technical background designing, integrating, and troubleshooting enterprise AWS and/or Azure cloud solutions; working knowledge of the other platform.
Demonstrated experience planning and executing complex enterprise infrastructure or application migrations, including discovery, architecture, dependencies, cutover, and risk management.
Ability to evaluate and present architectural alternatives and produce high-quality technical solutions, diagrams, implementation plans, and engineering documentation.
Experience managing project schedules, resource plans, technical backlogs, delivery risks, and cross-team dependencies using Agile and disciplined project management practices.
Working knowledge of cloud networking, identity and access management, infrastructure automation/IaC, DevSecOps, security engineering, and operational handoff.
Familiarity with federal cybersecurity and authorization frameworks including FISMA, NIST RMF, FedRAMP, and ATO processes.
Excellent written, verbal, customer-facing, and executive briefing skills; demonstrated ability to lead technical discussions and advise government stakeholders.
Clearance Requirement:
Current and active Public Trust, consistent with the existing USCG Cloud Modernization position requirements; ability to maintain required access.
Preferred Qualifications
Experience supporting DHS, U.S. Coast Guard, DoD, or other large federal civilian IT modernization programs.
Experience managing engineering teams of 10+ personnel and coordinating multiple technical workstreams, vendors, and subcontractor partners.
Advanced AWS or Azure architecture certification (e.g., AWS Solutions Architect Professional or Microsoft Azure Solutions Architect Expert).
PMP, Certified ScrumMaster, or comparable project/delivery management credential.
Security+ (or equivalent), CISSP, CISM, or relevant federal cybersecurity experience.
Experience with AWS landing zones, Azure architecture, ICAM, AVD, network modernization, Zero Trust, and cloud security engineering.
Experience leading architectural governance, cloud cost/performance optimization, and technical modernization roadmaps.
