Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Projects include a variety of kinds in support of the District's Military; Civil Works; Work for Others; and Hazardous, Toxic and Radiological Waste (HTRW) programs. This is a developmental position, GS-09, GS-10, GS-11. Management may hire at any grade level.

Duties

  • Serves as a senior Quality Assurance Representative (QAR) at the site of construction, monitoring construction activities for assigned projects.
  • Coordinates with a variety of interested parties, from customers to contractors to local government officials, state and local environmental agencies, etc.
  • Interprets contract requirements throughout all phases of construction work.
  • Maintain surveillance of the contractor inspection system for compliance with approved quality control plan.
  • Make on-the-spot decisions/commitments not affecting basic design/cost to avoid delays in construction projects.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience for GS-09: One year of specialized experience which includes assisting with basic site visits or inspections; reviewing simple construction drawings or schedules; and maintaining project files and records. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08). Specialized Experience for GS-10: One year of specialized experience which includes conducting standard inspections of active construction sites; verifying basic contract compliance; and drafting progress or hazard reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). Specialized Experience for GS-11: One year of specialized experience which includes performing routine construction site inspections; checking project plans for conformance; and documenting construction progress. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).

Education
