Job Summary

The Data Analyst is responsible for researching and collecting project-related data and developing an analytical approach to track project progress and outcome measures, all in collaboration with a diverse array of stakeholders. The Analyst will support efforts to improve the use of criminal justice, human services, and other administrative data by transforming data into routine reports, dashboards, and geospatial analytics that inform MONSE’s and partner agencies’ planning and operations. This role requires a unique combination of technical expertise and experience in government or public service. This role is critical to ensuring that those who live, work, and play in Baltimore have transparent access to data on MONSE’s strategic commitments. The position requires strong alignment with the City of Baltimore's and MONSE's mission, values, and strategic vision, as well as demonstrated success, sound judgment, and flexibility working in a complex, fast-paced environment. The successful candidate will deliver timely, accurate, and relevant data analysis for at least two of MONSE’s focus areas.

Essential Functions

Reporting, Grant Compliance, and Dashboard Management

  • Grant Reporting: Prepare and deliver accurate data for quarterly grant reports in partnership with program managers and agency leadership, ensuring compliance with federal, state, and local funding requirements. Meet regularly with program managers to ensure timely and accurate data submissions from portfolio of grantees.
  • Ad-Hoc Requests: Respond to one-off and recurring data requests from internal leadership, city agencies, and the public, providing timely and accurate statistical summaries.
  • Dashboard and Geospatial Design: Design, develop, and maintain a suite of regular dashboards and reports using tools like Power BI and geospatial representations with ArcGIS or similar software tailored for various audiences.
  • Data System Management: Supports the routine maintenance and development of MONSE’s data system. This includes but is not limited to: creating/editing tables, building reports and data views, and setting up form-relationships.
  • Quality Assurance: Ensure all reporting products are accurate, user-friendly, and visually compelling, requiring an exceptional level of attention to detail and patience.
  • Visualization: Translate complex programmatic activities and policy considerations into clear data visualizations, including maps and dashboards, that track progress and highlight key trends for senior leadership.

Program Evaluation and Performance Monitoring

  • Support the design and implementation of evaluation frameworks for MONSE initiatives.
  • Partner with program staff to co-develop relevant and insightful performance indicators for effective program monitoring.
  • Conduct baseline data analyses to establish benchmarks for measuring program effectiveness and impact over time.
  • Advise on data collection strategies and best practices to ensure the quality and integrity of data used for evaluation.

Minimum Qualifications

Education: Bachelor’s degree in Public Policy, Social Sciences, Data Analytics, or a related field, and/or at least two years of relevant professional experience.

AND

Experience: Proficiency in designing and building reports and interactive dashboards using a data visualization tool, with a strong preference for Power BI; Proficiency with geography information systems (GIS) software (e.g., ArcGIC, QGIS) for spatial analysis and mapping. Experience working with data systems. Experience with Power Platform and Dynamics 365 preferred. Proven ability to manage data-related tasks with a high degree of accuracy and attention to detail.

Preferred: Experience working with data from government or public sectors, particularly in areas related to criminal justice, public safety, and/or public health.

Equivalency Notes: Have an equivalent combination of education and experience.

Licenses, Registrations, and Certificates: Have a valid Maryland Class C Noncommercial driver's license or an equivalent driver's license and be eligible to obtain a Baltimore City driver’s permit. PROVISIONAL DRIVER’S LICENSES ARE NOT ACCEPTABLE.

Knowledge, Skills, and Abilities

  • Demonstrated interest in or foundational experience with program evaluation, performance management, or applied social science research.
  • Strong communication and collaboration skills to effectively partner with internal and external audiences.
  • Ability to work effectively with program staff to develop metrics and explain data concepts to non-technical audiences.
  • A creative and flexible problem-solver with a focus on delivering clear, impactful, and results-oriented data products.

Background Check

Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening, and must be successfully completed.

Probation

All persons, including current City employees, selected for this position must complete a 6-month mandatory probation.
