Data Steward / Policy Manager – Senior
Position / LCAT: Data Steward / Policy Manager Level: Senior Lead Designation: N/A Location: Fort Belvoir, VA
Role Summary
Provides data integration and governance support across the Army Intelligence Enterprise, including data architecture, data warehousing, data quality management, metadata management, data operations management, and data discovery. Leads teams conducting intelligence planning, collection, processing, analysis, and dissemination, and supports foreign disclosure activities. Drafts and maintains Standard Operating Procedures, produces reports incorporating text and graphics to convey complex concepts, and delivers professional briefings to diverse audiences.
Responsibilities
Provide data integration support including data governance, data architecture, data warehousing, data quality management, metadata management, data operations management, and data discovery
Lead a team and manage work tasks of subordinates conducting intelligence planning, collection, processing, analysis, or dissemination
Support foreign disclosure and intelligence dissemination operations
Draft and maintain documentation such as Standard Operating Procedures
Produce reports incorporating text and graphics to convey complex concepts
Deliver professional briefings and presentations to diverse audiences
Interact with small groups on data and information requirements and coordination tasks
Support the Government in reviewing plans, policy, and operations to execute Army-wide strategic governance
Support the development of data and architecture frameworks
Represent Army Intelligence at IC/DOD/Army data councils, data committees, data standard working groups, partner engagements, acquisition forums, and other related Industry, DoD, or IC data-related forums as identified by the Government
Identify and document challenges and requirements to enhance information sharing and intelligence integration
Support the Government in determining Army-wide data requirements and inherent resourcing requirements
Provide expertise to reduce redundant requirements and develop more effective data service methods
Onboard and catalog Government-directed data sources utilizing approved frameworks and standard operating procedures
Engage with data providers and establish formal documentation for each data source
Complete data integration approval forms (DIAF) for Information System Owners (ISO) to facilitate data onboarding; use Data Sharing Agreements (DSA) when necessary in lieu of a DIAF
Required Qualifications
4 years of demonstrated experience providing data integration support in the form of data governance, data architecture, data warehousing, data quality management, metadata management, data operations management, and data discovery
4 years demonstrated experience leading a team and managing work tasks of subordinates conducting intelligence planning, collection, processing, analysis, or dissemination
Demonstrated experience in foreign disclosure, intelligence dissemination, or demonstrated ability to deliver professional briefings and presentations to diverse audiences
Demonstrated ability to draft and maintain documentation such as SOPs and ability to produce reports incorporating text and graphics to convey complex concepts
Demonstrated ability to interact with small groups on data and information requirements and coordination tasks
Current DoD TS/SCI Security Clearance with ability to obtain CI polygraph
Ability to obtain DoDD 8140.01 (formerly DoDD 8570.01-M) certification / IT Level II within 30 calendar days of indoctrination at HQ INSCOM
Preferred Qualifications
Bachelor's degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education
Associates degree with 7 years' experience in an intelligence discipline OR High School Diploma with 9 years' experience in an intelligence discipline
