Summary

The incumbent of this position serves as the Deputy Associate Administrator for Field Operations (DAAFO), PHMSA Office of Pipeline Safety (OPS). The incumbent, in collaboration with the Associate Administrator (AA) and the Deputy Associate Administrator for Policy and Programs (DAAPP), oversees a national program to ensure the safe, reliable, and environmentally sound operation of the Nation's pipeline transportation system.

Duties

The Deputy Associate Administrator for Field Operations (Pipeline): Is principally responsible for overseeing and managing the day-to-day field operations/activities of OPS and assists the AA with high-level program planning and administration associated with OPS field operation mission and program responsibilities. In addition, the incumbent actively participates in long-range planning and the development of programs and applications. Advises the AA and the Office of the Administrator on all hazardous liquid, natural, and other gas pipeline, underground natural gas storage (UNGS), and liquefied natural gas facility (LNG) safety matters. Participates fully in policy determinations falling within assigned responsibilities. Issues implementation guidance for approved policies within the purview of delegated authority. Provides expert advice on national and international policy issues. Manages national field pipeline safety programs with operating parameters. Develops strategic and annual plans, identifies initiatives, and establishes strategic goals. Identifies pipeline safety issues and recommends innovative regulatory and non- regulatory solutions. Develops priorities for the national inspection program to improve safety, ensure compliance with regulations, and progress in the reduction of pipeline integrity threats.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. TQ 1. Demonstrated executive-level experience leading, managing, or overseeing the field operations of large-scale pipeline transportation systems or similar energy infrastructure. This includes direct oversight of regulatory inspections, accident and incident investigations, enforcement actions and penalty assessments, and emergency incident response mechanisms. Candidates must have a proven track record of applying technical safety standards and integrity management practices across hazardous liquid, natural gas (LNG), underground storage, or LNG facilities. TQ 2. Demonstrated technical expertise in evaluating pipeline integrity threats, assessing risk parameters, and translating complex safety regulations and policies into national field implementation guidance. This includes leading high-level technical outreach and establishing collaborative partnerships with federal, state, and local governments, industry executives, oversight bodies (e.g., NTSB, IG, GAO), and public interest groups to advance safety policies and resolve technical disputes. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. ECQ 2: Driving Efficiency -This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.
