Job Description
About the Opportunity
The Director, Compliance Hub Manager & Head of CATO, Malaysia is responsible for effectively controlling and managing the Compliance Shared Services teams within Malaysia. As part of this, the Head of CATO, Malaysia element of the role will provide direct line management and day-to-day operational management of the Monitoring, Testing and Surveillance activities (“Compliance Oversight Team”) performed locally, partnering with Functional Senior Leaders in relation to the strategic direction. As part of the Compliance Hub Manager element of the role, it will be the senior contact point for the teams in Malaysia, providing an escalation point for time-critical items which require resolution when an onshore manager cannot be contacted out-of-hours. The role will also support the creation of a cohesive culture and strong team environment for the RBC Compliance Shared Services Malaysia team, including engagement and office presence.
Working Hours : 9.00AM - 6.00PM (Malaysia Time Zone GMT+8)
What will you do ?
Regional Oversight:
- As the most senior individual in the Malaysia Compliance team, providing an escalation point for the RBC Compliance Shared Services Malaysia team .
- Driving a culture of integrity, promoting open, honest and transparent dealing in day-to-day operations.
- Supporting a strong team environment and cohesive culture across the RBC
- Compliance Shared Services Malaysia team, including engagement, training and office presence. In conjunction with the Compliance COO, Europe and APAC, responsibility for supporting the development and execution of the Compliance strategy and framework for Malaysia, in alignment with group-wide policies.
- Identifying opportunities and potential solutions to streamline workflows and eliminate inefficiencies
- Providing guidance and direction for time-critical items which require resolution when an Onshore Manager / Functional Senior Leader cannot be contacted out of hours. Communicate outcomes clearly to ensure issues are resolved satisfactorily and lessons are captured to prevent recurrence.
- Reviewing escalated issues from team members, assess urgency and complexity, and determine the appropriate resolution pathway.
- Supporting the strategic direction for the expansion and ongoing development of the RBC Compliance Shared Services Malaysia team in Malaysia.
- Liaising with the relevant Functional Senior Leaders and Compliance Management to ensure regional strategy supports global compliance objectives.
- Providing support to the annual financial planning, seating plans, recruitment, onboarding and offboarding of RBC Compliance Shared Services Malaysia team members with the support of the local Compliance Business Manager and onshore managers.
Compliance Oversight Team Leadership & Supervision
- Supervising and managing the Compliance Oversight Team
- Supporting the development and implementation of a comprehensive Compliance strategy and framework for the Compliance Oversight Team, aligned to RBC group standards.
- Managing the integration of compliance protocols across the Compliance Oversight Team .
- Ensuring appropriate reporting lines and clear accountability within the Compliance Oversight Team.
- Assessing and monitoring team capability, competence and capacity to perform the required Compliance activities, working with Functional Senior Leaders in relation to priorities, operating procedures, KPIs and SLAs.
- Collaborating with the Functional Senior Leaders to identify and plan suitable resource levels in region to meet business and regulatory objectives.
- Managing the Compliance Oversight Team staff levels and vacancies in line with global procedures, including the recruitment, onboarding and offboarding of team members.
- Assisting with annual financial planning exercises in relation to the Compliance Oversight Team, including discretionary budget and resource planning.
Risk Management:
- Assisting in responding to internal audit and external regulatory enquiries from relevant regulators.
- Escalating significant Compliance risk issues and deficiencies to the Functional Senior Leaders.
- Assuming responsibility for operational risk as it relates to Compliance activities in Malaysia.
- Identifying, escalating and remediating issues that could directly or indirectly lead to unfair treatment of customers.
Conduct & Control:
- Effectively controlling the Malaysia Compliance Shared Services function in accordance with applicable Conduct Rules.
- Adhering to organizational and administrative arrangements to manage conflicts of interest.
- Ensuring breaches of Conduct Rules are reported in a timely manner to relevant compliance leadership.
- Requiring staff to adhere to mandatory training requirements and receiving necessary additional training as required.
- Escalating any issues regarding absence, engagement, performance, governance or cultural issues with the relevant Functional Senior Leader or Onshore Manager, where appropriate.
Supporting & Ad Hoc Projects:
Supporting and undertaking ad-hoc projects and other duties as assigned by Compliance leadership.
What needed to succeed:-
Technical:
- Ability to analyze team metrics, performance dashboards, and KPIs to inform strategic decisions
- Creating projections for team capacity, resource needs, and business outcomes
- Detailed understanding of RBCs’ financial services regulatory framework and global regulatory requirements
- Strong knowledge of banking and securities laws, regulations and global market practices
- Compliance experience within a financial institution or regulatory environment

Education and/or Experience:
- Substantial compliance monitoring or similar experience within a financial institution, regulator and/or other comparable environment
- Proven experience in a leadership or supervisory role within compliance or related function
- Demonstrated experience managing compliance testing or monitoring programmes
