Job Summary:

Lead PayPal Bank’s infrastructure, cloud platforms, technology operations, operational resilience, disaster recovery, and first-line information security functions. The role is accountable for delivering secure, resilient, highly available, and regulator-ready technology services that support the Bank’s operations. This leader will establish and operate effective cyber controls, partner with PayPal’s enterprise infrastructure and security organizations, and work closely with the Bank’s Risk, Compliance, Audit, and Legal teams to meet regulatory expectations and enterprise security standards.

Essential Responsibilities:

  • Directs and controls the delivery of business and technical outcomes that comprise multiple projects and operational activities within a domain through organizational and technical leadership
  • Defines engineering health objectives that drive organization health, engineering best practices and operational targets
  • Drives product and technical strategy with cross-functional leaders across the enterprise to deliver Domain goals
  • Responsible for the delivery of programs, establishing annual organizational goals and ensuring performance and results that impact both their domain and potentially enterprise
  • Develops engineering strategy that translates into operational and tactical plans; uses ground-breaking methods to think beyond existing solutions
  • Sets the tri-annual roadmap for a domain level organization. Defines the operational strategy for a domain based on a defined budget
  • Evaluates key business challenges and can complete complex, ambiguous initiatives having impact across engineering; directs the development of new or innovative solutions. Ability to deal with high levels of technical domain level ambiguity.
  • Collaborates with direct team, managers in org, stakeholders, managers in other orgs, external partners and business stakeholders

Minimum Qualifications:

  • 10+ years relevant experience and a Bachelor’s degree OR Any equivalent combination of education and experience.
  • 2 years of experience leading others

  • Lead the architecture and operation of PayPal Bank’s cloud, network, platform, and infrastructure capabilities, ensuring secure, scalable, and highly available services.
  • Establish and lead technology operations and production reliability, including monitoring, observability, incident management, service restoration, root-cause analysis, and remediation.
  • Own the Bank’s operational resilience and disaster recovery strategy, including recovery planning, testing, playbooks, and readiness for critical banking services.
  • Lead first-line information security, translating security and regulatory requirements into technical controls, threat models, and secure infrastructure solutions.
  • Ensure PayPal enterprise infrastructure and shared services supporting the Bank meet applicable banking security, resilience, and regulatory requirements.
  • Drive the integration of PayPal Bank technology with PayPal’s enterprise ecosystem, partnering across infrastructure, networking, security, and engineering organizations to deliver secure and reliable solutions.
  • Establish and maintain technology governance and change management practices, partnering with Risk, Compliance, Audit, Legal, and Security to maintain a secure, operationally resilient, and regulator-ready technology environment.

Preferred Qualifications:

  • 15+ years of progressive leadership experience across infrastructure engineering, cloud platforms, technology operations, and cybersecurity engineering.
  • Experience leading technology organizations within regulated banking, fintech, or financial services environments.
  • Deep expertise in AWS, GCP, enterprise infrastructure, networking, cloud security, identity and access management, and operational resilience.
  • Strong knowledge of IT service management, disaster recovery, business continuity, vulnerability management, and security operations.
  • Demonstrated success supporting regulatory examinations, technology audits, and third-party risk management.
  • Proven ability to build and lead high-performing engineering organizations while partnering effectively with Risk, Compliance, Audit, and executive leadership.
