The primary purpose of this position is to plan, implement, administer, and advise on Voluntary Education opportunities, the Military Tuition Assistance (MilTA) program, career and force development programs, testing, and other education and training services and activities available to military members, Department of War (DoW) civilians and family members.

Duties

Provides individual career, academic, and force development advisement services to military, personnel, dependents, and civilian personnel pursuing Voluntary Education opportunities. Serves as technical expert on a variety of Voluntary Education programs. Provides advisement and coordination on the SkillBridge program. Provides mass briefings and a variety of outreach and customer services duties. Performs various administrative duties related to the Voluntary Education program.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualifi cation Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1740, Education Service series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A degree that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of areas as described in the following. At least one course must have been from areas (1) or (2). NOTE: You must submit a copy of your transcripts with your application. Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests. Adult education: Study of the adult as a learner, teaching learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities. Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs. Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs. Teaching methods: Study of teaching strategies and learning styles of the adult learner. Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation. Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems. Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupationalinformation and resources. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least year of specialized experience equivalent to the GS-7 grade level or equivalent pay system (may have been obtained in the federal service, military, public or private sector) which includes assisting in planning, implementing, administering, and advising on activities designed to provide individualized career-related or self-development education plans to include education and training academic opportunities, tuition assistance program, career development programs, and other education and training services and activities and counseling students or enrollees to establish educational and occupational objectives. OR EDUCATION: Applicant must have successfully completed two years of progressively higher-level graduate education leading to a master's degree or master's, or equivalent graduate degree directly related to the work of the position. NOTE: You must submit a copy of your transcripts with your application. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least100%. NOTE: You must submit a copy of your transcripts with your application. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): 1. Extensive knowledge of military policies and procedures relating to the enlisted and officer promotion programs, military testing programs, Foreign Language Proficiency Bonus Program (FLPB), and an understanding of the coding system and verification data applicable to eligibility requirements. 2. Knowledge of education theories, principles, procedures, and practices of secondary, adult, or continuing education programs and their accrediting processes. 3. Knowledge of the regulations, directives, policies, and procedures regarding the receipt, storage, handling, accountability, and destruction of CONTROLLED TEST MATERIALS. 4. Knowledge of various academic, occupational, vocational, and career development resources (educational and community). 5. Skill to access, input, analyze and modify automated data impacting testing program's adequacy and/or deficiencies and accuracy of testing-related data. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
