Summary
About the Position: Serves as an Environmental Protection Specialist within the Compliance Section, responsible for ensuring environmental compliance and protection for the Chief Joseph Dam Project-a major hydroelectric facility on the Columbia River.
Duties
- Supports environmental programs covering the Clean Water Act/National Pollutant Discharge Elimination System (NPDES), Resource Conservation and Recovery Act (RCRA), National Environmental Policy Act (NEPA), and the Pollution Prevention Act.
- Conducts compliance inspections of dam and powerhouse facilities, equipment, and operations to ensure adherence to local, state, federal, and Department of the Army environmental regulations.
- Collects field samples (e.g., water, wastewater, stormwater, hazardous substances), ensures proper calibration of monitoring equipment, and compiles compliance data.
- Analyzes and interprets chemical and environmental laboratory reports to identify potentially hazardous conditions and report any notice of violation’s.
- Assists in updating environmental permits, maintaining computer databases and writing annual compliance reports.
- Participates in technical reviews of project plans, specifications, and cost estimates to assess environmental impact and compliance.
- Coordinates environmental remediation actions, tracks action items, and assists in developing and delivering environmental training to project staff.

Specialized Experience: One year of specialized experience which includes assisting in the implementation or administration of environmental compliance programs or projects governed by environmental laws and regulations (e.g., Clean Water Act/NPDES, RCRA, or NEPA); AND conducting environmental inspections, field sampling, or monitoring activities. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Environmental Science, Environmental Protection, or Biology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-07).
