Summary

As a Executive Resources Manager at the GS-0201-15, you will be part of Workforce Policy and Innovation, Office of Personnel Management. If selected, you will be responsible for operational oversight, technical assistance, and policy guidance on executive resources programs; supports Governmentwide executive personnel and performance management initiatives; analyzes program information and develops recommendations for senior stakeholders; and supervises HR professionals.

Duties

Manages Governmentwide executive resources activities involving allocations, appointments, performance management, awards, and related executive personnel actions. Provides policy and technical guidance to agencies on executive resources requirements; reviews requests and develops recommendations and related correspondence. Evaluates performance management and awards programs, including appraisal system design, implementation, certification, regulatory compliance and the Presidential Rank Awards. Analyzes executive resources data, policies, and program information and prepares reports, studies, briefings, and recommendations for senior leaders and stakeholders. Coordinates Governmentwide executive resources initiatives with Federal agencies and oversight organizations and resolves policy, program, and operational issues. Oversees executive resources information systems and processes, including data management, reporting, system enhancements, user testing, and training. Supervises HR professionals by assigning and reviewing work, setting priorities, evaluating performance, developing employees, and recommending personnel actions.

Qualifications

For the GS 15: You must have one year of specialized experience equivalent to at least the GS-14 level in the Federal service, or equivalent, performing executive resources and human resources management work that includes: Managing or providing program guidance on executive resources activities involving personnel allocations, appointments, performance management, awards, or related executive personnel actions; Developing, interpreting, and applying Federal laws, regulations, executive orders, human resources policies, or procedures to advise organizations on executive resources and requirements; Analyzing program data, policies, and operational issues and preparing written analyses, reports, recommendations, briefings, or presentations for senior leaders and other stakeholders; and Advising senior leaders and human resources officials on employee performance, accountability, or related personnel matters and recommending appropriate actions. Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
