1. Overview

WUSC is a Canadian global development organization working to catalyze positive education and economic outcomes for young people. We bring together and collaborate with a diverse network of partners (including students, volunteers, schools, governments, not-for-profits, and businesses) who share this mission. Together, we influence systems change and foster inclusive, youth-centered solutions that enable young people to thrive and belong. We work with all young people, with a focus on women and displaced populations. WUSC currently operates in 28 countries across Africa, Asia, the Middle East, and Latin America and the Caribbean, as well as in Canada, with an annual budget of approximately CAD $65 million. Our global team includes over 100 staff in Canada and more than 250 staff internationally, implementing a diverse portfolio of development projects in collaboration with numerous multilateral and bilateral donors and philanthropic foundations.

DREEM 2.0 is a five-year initiative led by WUSC, which aims at driving lasting change for refugee, displaced, and host community (RDP) youth, particularly young women, across Africa, helping them secure dignified and fulfilling work. By deepening engagement, strengthening local ecosystems, and equipping Mastercard Foundation and its partners with the knowledge, tools, and partnerships needed, it strengthens organizational and institutional capacity, fosters inclusive policies and practices, and supports RDP youth leadership.

As part of these efforts, WUSC is setting up a Youth Advisory Board (YAB) that will play a central role in increasing the leadership and participation of RDP youth in the governance and oversight over the DREEM initiative. Through advice and guidance to WUSC, Mastercard Foundation, their stakeholders and program partners (including RLOs), YAB members will inform the design and implementation of WUSC’s work under this initiative to ensure it reflects the unique perspectives of refugee and displaced youth and meet their needs.

The Youth Advisory Board Mandate Focuses on Three Interconnected Areas:

The YAB mandate focuses on three interconnected areas: providing strategic advice on DREEM priorities and interventions; strengthening accountability to refugee, displaced, and host-community youth; and contributing youth-led perspectives to organizational learning, partnership development, and decision-making.

For the purposes of these Terms of Reference, “Consultant” refers to an individual consultant, a team of consultants, or a consulting firm/organization submitting a proposal for this assignment.

2.Purpose of the Consultancy

The purpose of this consultancy is to design and facilitate a structured, participatory, and outcomes-oriented inaugural workshop that equips the DREEM Youth Advisory Board with the knowledge, skills and practical working arrangements needed to fulfill its mandate. The workshop will strengthen the members’ understanding of their advisory responsibilities, establish shared ways of working, and identify priorities for the Board’s contribution to DREEM’s strategic objectives through 2030.

Specific Objectives

The Consultancy aims to:

Strengthen members’ understanding of the Board’s mandate, governance and strategic advisory responsibilities.

Strengthen members' leadership, communication, and strategic thinking skills.

Facilitate the co- creation of the Board’s working arrangements, accountability mechanisms and engagement processes.

Identify collective priorities and initial actions to guide the Board’s work

Assess members’ professional development needs and recommend areas of future capacity building.

3.Duties and Responsibilities

The consultant will be responsible for the technical design, preparation, facilitation, and documentation of a four-day inaugural YAB workshop, forming part of a five -day programme that includes a day dedicated to WUSC induction.

The workshop is expected to bring together approximately 30 participants, comprising 15 Youth Advisory Board (YAB) members, Four Mastercard Foundation representatives, for DREEM project management representatives, seven DREEM sector leads. These numbers are indicative and subject to change. While YAB members are expected to participate throughout the four- day workshop, attendance by other stakeholders will be determined by the relevance of individual sessions and will not be necessarily required daily. The consultant should take these arrangements into account when developing the workshop methodology and financial proposal.

The consultancy will be delivered across three main phases. Access the detailed Terms of Reference through this link
