Description of Work
The Facility Compliance Consultant I serves within the Mental Health Licensure and Certification Section to conduct inspections and surveys of mental health facilities that support individuals with mental health, developmental disabilities, and substance use needs. It performs annual, complaint, and follow‑up surveys to determine compliance with state licensure statutes and rules while working both independently and within a team environment.
This role requires extensive travel throughout the Mountains Region of North Carolina, including additional statewide travel during training periods. It communicates survey findings, regulatory requirements, and compliance expectations clearly to providers, the public, and partner agencies.
- Key Duties Include:
- - Conduct annual, complaint, and follow‑up surveys of mental health facilities within established timeframes.
- - Perform on‑site inspections to determine compliance with state licensure statutes and rules for facilities serving adults and children with
- behavioral health needs.
- Complete and submit required documentation and survey reports in alignment with established protocols.
- Participate in required meetings and trainings to maintain coordinated communication with management, providers, and team members.
- Clearly explain rules, regulations, survey findings, and deficiencies to facility staff, providers, and other stakeholders.
- Travel extensively within the Mountains Region and statewide as needed to reach assigned facilities and fulfill training requirements.
- Engage with providers and the public to support understanding of compliance expectations and survey outcomes.
- Maintain effective working relationships and communication channels with facilities and team members to ensure consistent application of survey practices.

Salary Grade Range: $55,221.00 - $96,639.00
Recruitment Range: $55,221.00 - $71,024.00

Demonstrated proficiency documenting survey findings clearly and concisely in technical reports and written correspondence.
Proven experience conducting structured investigative work by reviewing records, analyzing facility information, and applying objective decision‑making in compliance evaluations.
Experienced in performing clinical or programmatic assessments within mental health, developmental disabilities, or substance use service environments.
Demonstrated success organizing survey activities, managing competing tasks, and maintaining accuracy under independent work conditions.
Consistent record of communicating complex regulatory information effectively to providers, facility staff, and partner agencies while supporting constructive problem‑solving and collaboration.

About the Division of Health Service Regulation (DHSR):
The Division of Health Service Regulation oversees medical, mental health and adult care facilities, emergency medical services, and local jails. We check to see that people receiving care in these facilities are safe and receive appropriate care. We make certain that medical buildings are built only when there is a need for them.
About the Mental Health Licensure and Certification Section (MHL&C):
The Mental Health Licensure and Certification Section oversees the licensing and regulation of mental health, substance abuse, intellectual disability, and developmental disability facilities across North Carolina. These facilities include intermediate care facilities for individuals with intellectual disabilities, group homes, and day programs serving children and adults. The section conducts initial, annual, and complaint investigations and operates from a main office in Raleigh with a regional office in Black Mountain. It is organized into two branches: the ICF/IID Branch, which certifies intermediate care facilities for Medicaid participation, and the Mental Health Licensure Branch, which licenses and surveys mental health residential and day programs. Survey teams are based in Raleigh, Black Mountain, and Asheville, and consist of consultants from multiple professional disciplines who provide regulatory oversight across several counties.
