  • POSITION DESCRIPTION:
  • The Financial Analyst supports the financial administration, analysis, reporting, and compliance infrastructure for Central New York Innovation & Growth Initiative, Inc. (CNYIGI) workforce solution funding orders performed in its capacity as the Lead Intermediary for Micron (“the client”). This role monitors and reconciles federal workforce solution funding orders, analyzes budget-to-actual performance, validates strategic partner and sub-intermediary financial data and supporting documentation, supports funding award workflows and funding-order processes, and maintains complete and audit-ready financial records. The Financial Analyst plays a key role in financial reporting, documentation discipline, compliance readiness, and operational consistency across CNYIGI’s intermediary services. This role requires employment by the Central New York Community Foundation (CNYCF) and 20% of the time will be for associated CNYCF activities (e.g. staff meetings, team retreats, personnel administration).

MAJOR RESPONSIBILITIES:

Financial Analysis, Budget Monitoring & Reconciliation

Support CNYIGI leadership with ensuring full monitoring and reporting compliance associated with all federally awarded workforce solution funding orders made to strategic partners and the associated sub-intermediary.

Monitor strategic partners and sub-intermediaries against each associated approved workforce solution funding order budget by collecting and reviewing financial information and supporting documentation for consistency with approved budgets, funding orders and applicable requirements, and then identifying expenses requiring further review or other exceptions for follow-up with CIGO.

Track and analyze budgeted versus actual intermediary expenses and workforce solution funding order activity, identifying material variances and trends requiring follow-up.

Reconcile financial activity to approved budgets, funding orders, partner documentation, invoices, reimbursements, advances, and other applicable supporting records; maintain supporting documentation in alignment with internal controls and reporting requirements.

Prepare financial schedules, summaries, and analyses to support CNYIGI reporting, management decision-making, and audit readiness.

File Management, Compliance & Audit Readiness

Regularly access and use the designated workforce data system (WDS) database to enter data and/or review reports on each awarded workforce solution funding order’s performance indicators and budget line items including all expenditures (and all related invoices and receipts).

Assist the CIGO and other CNYIGI staff in preparing for all annual audits of CNYIGI relating to the Intermediary Agreement.

Maintain complete, audit-ready files and compliance documentation supporting direct funding agreement.

Ensure documentation is accurate, current, and properly stored in the designated system(s) to meet retention and audit standards.

Award Workflow Administration

Administer workflow solution funding order processes supporting the receipt, review, and pay-over of workforce solution funding orders to strategic partners.

Coordinate administrative steps required for approvals, payment processing, and file completion.

Support CNYIGI leadership with preparing all monthly, quarterly, semi-annual, and annual reports due to the client(s) and funding source(s).

Reporting Infrastructure & Documentation Control

Maintain data collection forms, version control, submission and approval logs, filing confirmations, and approval records associated with funding orders and related documentation.

Ensure consistent naming conventions, folder structures, and archival practices are followed for long-term accessibility and compliance.

Compile and maintain documentation required for the Intermediary Information Form and overall agreement record retention, including executed agreement artifacts and final report support files as needed.

PREFERRED QUALIFICATIONS

5 or more years of experience in financial analysis, accounting, budgeting, financial operations, or a related field; experience with federal (highly preferred) or state award administration, program operations, or compliance support is preferred

High attention to detail with strong file management, documentation, and version control habits

Experience supporting financial and programmatic reporting cycles, reconciliation, data validation, and multi-step approval workflows

Strong organizational and communication skills; ability to manage multiple deadlines with accuracy

Strong computer proficiency, including Microsoft Office with particular strength in Excel and experience working with financial data; willingness to learn all appropriate Community Foundation software

Commitment to advancing the vision of diversity, equity and inclusion established by CNYCF Board.

A deep interest in and commitment to philanthropy and the work of the Central New York Community Foundation.

TIME REQUIREMENT

This is a full-time, exempt position requiring 37.5 hours per week. Work hours are 8:30 a.m. to 4:30 p.m. with some flexibility. Tuesdays through Thursdays are designated in-office days. Staff that choose to work a hybrid work schedule may choose to do so on Mondays and/or Fridays, dependent on management approval.
