Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.
Duties
The primary purpose of this position is: to serve as the Force Support Squadron (FSS) Commander/Operations Officer. The position is an Air Reserve Technician (ART)-Officer Position. The incumbent serves as the Senior Air Reserve Technician. The primary role of an ART is to train other reservists. They may be called upon to plan and/or conduct training of reservists during the normal workday, training assemblies, and when reservists are on active duty training. This position plans, organizes, and manages the activities and support services of the organization. Incumbent makes technical and executive decisions for the squadron in all areas of functional responsibility. DUTY #1 : Plans, organizes, and oversees the full complement of activities within the Force Support Squadron , such complements could include but are not limited to Prime Ribs, Personnel/Human Resources, Education & Training, Airman, Family Readiness, Communications, Security Forces and, in some instances, Civil Engineering, etc. DUTY #2: Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work of unit personnel through subordinate supervisors. Advises staff regarding policies, procedures, and directives of the installation commander or headquarters. DUTY #3: Makes a periodic, comprehensive assessment and evaluation of program goals/objectives which provide a basis for long-range planning to enhance the organization's management support capabilities. DUTY #4: Represents the Force Support Squadron with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with other organizations, outside agencies, and senior leadership.
Qualifications
THIS IS AN AIR RESERVE TECHNICIAN OFFICER POSITION. This is an Air Reserve Technician (ART) Officer position located at 512 FORCE SUPPORT SQ with the military rank of MAJOR/O-4, AFSC: 038F3. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes planning, organizing, and managing the activities and support services of the organization. (To be creditable, specialized perceived must meet the above quality level requirements). NOTE: Must be reflected in your resume. Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS- 11 grade level or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of manpower concepts, principles, operations, laws, regulations, programs, and practices; knowledge of a wide range of personnel (civilian and military) concepts, principles, operations, laws, regulations, programs, and practices; knowledge of a wide range of services concepts, principles, operations, laws, regulations, programs, and practices; and practical knowledge of education, readiness, and budget execution concepts, principles, operations, and practices. Extensive knowledge of the mission, roles, functions, organizational structure, management, and operation of medium to medium to large organizations to provide high level staff guidance and participate in the development of goals, objectives, and policies. Knowledge of concepts, practices, and procedures related to developing, planning, budgeting, and coordinating activities, programs, facility programming, contracting, and customer interests and needs. Knowledge of safety, security, personnel management, Equal Opportunity (EO) and EEO regulations, practices, and procedures. Skill in managing the work operations of multiple organizational segments to meet program requirements, goals, and objectives within available resources. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization directly and through subordinate supervisors. Other significant facts pertaining to this position are: 1\. This is an Air Reserve Technician (ART) position. The incumbent is required to meet and maintain Air Force Reserve requirements. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned some non-ART duties, generally not exceed 30% of total responsibilities. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies (UTA). 2\. Incumbent must be willing to move/transfer to another unit/location on a lateral or promotion as directed by HQ AFRC. 3\. This is a key management position in which the incumbent is required to formulate, determine or influence training policies of the unit to which assigned. 4\. Work may occasionally require travel away from the normal duty station on military or commercial aircraft. 5\. Employee may be required to work extended or other than normal duty hours to include evenings and weekends and may be subject to recall. 6\. The work requires the incumbent to obtain and maintain a Secret security clearance. 7\. Mobility is a condition of employment. The employee must sign an Air Force wide mobility agreement. SUPERVISORY CONTROLS: Works for the Commander, Mission Support Squadron/Division as full deputy, sharing in the overall management of the organization and direction of subordinate flight supervisors. Supervision is received in terms of overall goals and objectives. The employee is responsible for planning and carrying out the assignment, resolving most of the conflicts that arise, coordinating the work with MAJCOM staff and other functionals as necessary and interpreting policy in terms of established objectives. The employee is heavily relied upon in all matters, interpretation, and judgment. The employee carries out assignments with a view to developing efficiency and effectiveness within the squadron/division and directorate. Keeps the supervisor informed of potential controversial issues and results of resolution. The final product is reviewed for soundness of judgment, adequacy of justification, and effectiveness of presentation. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
