POSITION TITLE: Grants and Procurement Specialist

LOCATION: Makassar, South Sulawesi, Indonesia

REPORTS TO: Finance, Human Resources and Administration Manager

GENERAL:

POSITION SUMMARY

Winrock International is seeking a full-time Grants and Procurement Specialist for a 4.5-year, U.S. Department of Labor-funded project to promote fair and reliable critical mineral supply chains in Indonesia free of child labor and forced labor. The project will focus on 1) improved regulatory frameworks and their enforcement; 2) capacity building for monitoring, identification, enforcement, and remediation; and 3) research to understand the drivers, risk factors, and actors affected by forced labor in critical minerals in Indonesia.

The Grants and Procurement Specialist will administer the project’s grants and procurement functions, supporting competitive solicitations, subaward and contract documentation, partner compliance, and procurement actions. Based in Makassar, the Specialist will work under the supervision of the Finance, Human Resources and Administration Manager and coordinate closely with the Project Director, technical and M&E teams, home office support staff, subrecipients, and vendors to ensure timely, transparent, well-documented, and compliant subaward and procurement processes.

KEY TASKS:

Specific responsibilities include, but are not limited to, the following:

Grants Administration and Solicitation

Support development, maintenance, and implementation of a project grants manual using Winrock’s existing grants manual template.

Maintain and implement subaward/grants trackers, procedures, and controls in accordance with USDOL requirements and Winrock policies and templates.

Work with the project’s technical and M&E staff to translate approved project activities into clear subaward/grant concepts, scopes, milestones, deliverables, and budgets.

Prepare and administer requests for applications, evaluation criteria, applicant guidance, and other solicitation documents.

Serve as a point of contact for applicants, support pre-application meetings, and help ensure questions, clarifications, submissions, and evaluation records are handled consistently and transparently.

Subaward Development and Grant Management

Support and document grant review and selection processes, including eligibility screening, evaluation committee administration, due diligence, pre-award risk assessment, conflict-of-interest documentation, and required approvals.

Support preparation of grant award packages using existing Winrock subaward templates and coordinate review and approval with project, finance, home office awards management, and other relevant staff.

Grantee Capacity Strengthening, and Risk Management

Conduct grantee orientation and provide ongoing guidance on applicable USDOL and Winrock requirements, financial management, procurement, safeguarding, reporting, documentation, and implementation procedures.

Review grantee and vendor documentation for completeness, accuracy, allowability, and compliance; identify risks, performance issues, or delays and support corrective-action follow-up.

Conduct or support site visits, desk reviews, compliance checks, and regular audits of grantees, and document findings and agreed follow-up actions.

In coordination with the project team, provide practical capacity strengthening and technical assistance to grantees on grant management, financial reporting, procurement, internal controls, safeguarding, recordkeeping, and other identified compliance needs.

Procurement Management

Support assigned procurement actions in coordination with the Finance, HR and Administration Manager, including preparation of solicitation packages, vendor outreach, receipt and evaluation of offers, purchase or service agreement documentation, and required approvals.

Maintain competitive, impartial, and well-documented procurement processes; complete required due diligence, conflict-of-interest checks, and vendor responsibility and compliance documentation.

Track procurement status, contractual deliverables, modifications, invoices, performance, and closeout documentation, escalating delays or compliance concerns to the Finance, HR and Administration Manager.

Reporting, Records, and Coordination

Maintain complete, accurate, current, and audit-ready electronic and hard-copy grant and procurement files, trackers, correspondence, approvals, agreements, reports, and supporting documentation.

REPORTING RELATIONSHIP:

The Grants and Procurement Specialist will report to the Finance, HR and Administration Manager and will work closely with the Project Director, technical and M&E teams, Finance Assistant, home office support staff, and project partners.

POSITION QUALIFICATIONS:

Education: Bachelor’s degree in business administration, accounting, finance, economics, public administration, international development, supply chain management, or a related field.

Work Experience:

Minimum of 4 years of progressively responsible professional experience in grants, subawards, procurement, contracts, finance, compliance, or project operations, preferably on international development programs.

Demonstrated experience supporting competitive grant or procurement solicitations, evaluations, award documentation, monitoring, and closeout.

Experience reviewing budgets, financial and supporting documentation, deliverables, and compliance records and maintaining complete, audit-ready files.

Experience working with local organizations, vendors, consultants, or subrecipients and providing practical guidance or capacity strengthening.

Prior experience with U.S. Government-funded or other donor-funded projects is preferred.

Skills and Competencies:

Working knowledge of grants, subawards, procurement, internal controls, and compliance in a donor-funded environment.

Strong analytical, organizational, and documentation skills, with close attention to detail and the ability to manage multiple priorities and deadlines.

Ability to interpret and apply policies and procedures, identify compliance and performance risks, and communicate practical corrective actions.
