Description

Position Overview

At Environmental Compliance Consultants, Inc. (ECC), we believe successful operations begin with strong leadership, technical expertise, and a commitment to our people and clients. ECC is seeking an experienced hands-on RCRA Hazardous Waste Facility Manager to lead daily operations of the hazardous waste management facility at Eielson Air Force Base, Alaska who takes ownership of facility performance, leads by example, and isn't afraid to roll up their sleeves and work alongside their team.

This is the primary on-site management position, responsible for the overall success of facility operations, regulatory compliance, contract performance, and client satisfaction. The Facility Manager leads a team of five personnel and oversees the collection, characterization, processing, storage, documentation, and preparation of hazardous and other regulated waste for transportation and disposal.

This is a hands-on leadership position requiring active, personal involvement in daily facility operations in addition to overall management and supervisory responsibilities. The successful candidate must be equally comfortable directing personnel, managing administrative and regulatory requirements, and working alongside their team to accomplish operational tasks.

The ideal candidate combines strong technical knowledge of RCRA hazardous waste regulations with proven leadership, organizational, and customer service skills.

Compensation & Benefits

ECC offers stable, year-round employment in Alaska, opportunities for professional growth, and a comprehensive benefits package, including:

  • Competitive compensation based on qualifications and experience between $70K to $90K/Year
  • 12 paid federal holidays
  • Paid vacation and sick leave
  • Medical, dental, vision, and life insurance
  • 401(k) with up to a 4% company match and immediate vesting
  • Flexible Spending Account (FSA)
  • Employee Assistance Program (EAP)

Requirements

Key Responsibilities

  • Facility Operations: Direct and actively participate in daily operations, including waste collection, acceptance, characterization, segregation, sampling, processing, storage, and preparation for off-site shipment and disposal.
  • Hands-On Leadership: Work alongside facility personnel as operational needs require, providing direct leadership, technical support, resolving challenges, and ensuring work is performed safely, efficiently, and in compliance with applicable requirements.
  • Leadership & Supervision: Manage, supervise, train, and develop a team of five employees, ensuring accountability, productivity, safety, and effective teamwork. Foster a positive work environment keeping ECC’s People First philosophy at the core of all interactions.
  • Regulatory Compliance: Ensure compliance with RCRA, EPA, OSHA, applicable Alaska regulations, and contractual requirements. Conduct inspections, maintain records, and address compliance concerns.
  • Waste Documentation & Data Management: Personally perform and oversee waste profiling, manifest preparation, shipping documentation, regulatory reporting, and accurate data entry and tracking within EHSO-MIS and other required systems.
  • Client & Contract Management: Serve as ECC's primary on-site representative, maintaining positive relationships with military personnel, contractors, and ECC leadership while ensuring contract requirements and performance expectations are consistently met.
  • Training & Technical Support: Deliver classroom based hazardous waste accumulation point management and regulatory compliance training as a subject matter expert for military, contractor, and facility personnel.
  • Operational Performance: Plan and coordinate resources, work assignments, waste shipments, and operational priorities to ensure an efficient, compliant, and well-managed facility.

Qualifications

  • Minimum 5-10 years of experience in hazardous waste management, including at least 2 years of supervisory or management experience preferred.
  • Strong working knowledge of RCRA hazardous waste regulations, waste characterization, profiling, manifesting, and disposal requirements.
  • Demonstrated ability to lead personnel while actively participating in day-to-day operational activities.
  • Experience with hazardous waste tracking systems, regulatory documentation, and electronic data management.
  • Strong communication, organizational, problem-solving, and decision-making skills.
  • 40-Hour HAZWOPER certification or ability to obtain required certification.
  • Ability to meet military installation access requirements, pass a pre-employment drug screening including marijuana, and complete applicable occupational medical evaluations.
  • Must be willing to work on-site at Eielson AFB, Alaska Monday through Friday 7:30 – 4:00 with occasional weekend or after-hours support when needed.
