- Job Description:
DHHS Nebraska is seeking a Health Program Manager to support the Office of Rural Health within our Public Health division.
The Health Program Manager plans, coordinates, and administers the Medicare Rural Hospital Flexibility Program(FLEX) and the Small Rural Hospital Improvement Plan (SHIP) grants and associated contracts for the State of Nebraska.
The Health Program Manager also provides technical assistance to as many as 60+ Critical Access Hospitals and network coordinators, drafts and manages contracts, and assures activities and invoices are processed in compliance with program goals.

Responsibilities include:
- Developing and submitting FLEX and SHIP program grant applications, process improvement initiatives, and assuring the timely submission of annual progress reports.
- Monitoring overall program budget, writing Request for Proposals (RFP)for grant programs.
- Developing grant applications through communication with hospitals, stakeholders, rural health staff, and establishing criteria for a single grantee that provides services and deliverables for all hospitals under the FLEX and SHIP programs which meets criteria and assures federal standards for all hospital participants.
- Providing technical assistance to as many as 60+ Critical Access Hospitals and network coordinators.
- Drafting and managing contracts and assuring activities and invoices are processed in compliance with program goals.
- Attending national and regional conferences and workshops related to FLEX and SHIP program development.
- Planning, presenting and participating in health conferences, meetings, and classes to inform others about rural health programs, rural health issues, and resources.
- Work collaboratively with the Primary Care and Rural Health programs.
Requirements / Qualifications
Minimum Qualifications:
Coursework/training in public administration, health sciences and experience in an agency organization with responsibility for planning, implementation, budgeting, monitoring, evaluating, and marketing a program or service.
- Preferred Qualifications:
- Two years professional level experience as one of a team or as the sole organizational resource managing a grant program, which includes all of the following:
- Writing grant applications/proposals, managing grant funds
- Providing technical assistance to sub-grantees and monitoring grants and grant performance reporting
- Coordinating regional and statewide meetings with other rural health colleagues and health professionals
- Experience reviewing, approving, awarding, and monitoring others' grant proposals would be a plus
Other: Valid Driver's License

- Program planning, implementation, and evaluation

- Writing reports, program plans, and grants
- Working independently and cooperatively with clients, health care providers, and other human services organizations
- Strong written and oral communication skills.
