Job Summary:

HR Compliance Specialist II is responsible for ensuring adherence to company drug and alcohol testing policies and maintaining compliance with all applicable regulations, including those established by the Department of Transportation (DOT), as well as state and local requirements. This role oversees the administration of the company’s Drug & Alcohol Program, manages DOT compliance processes, and supports HR compliance initiatives to ensure regulatory integrity and operational efficiency.

Essential Job Duties:

  • Review motor vehicle reports (MVRs) to determine employee eligibility to operate company vehicles and equipment.
  • Request and verify accident history and drug/alcohol testing records from previous employers in compliance with state and federal regulations.
  • Conduct FMCSA Drug & Alcohol Clearinghouse queries as required by DOT regulations.
  • Maintain and update electronic Driver Qualification (DQ) files, ensuring accuracy and data integrity.
  • Track expiration dates for medical cards, licenses, and certifications; send reminders to employees and managers.
  • Maintain current knowledge of DOT regulations related to driver qualification and drug/alcohol testing.
  • Ensure adherence to company policies, procedures, and regulatory requirements.
  • Administer the company’s Drug & Alcohol Program in accordance with state and federal guidelines.
  • Schedule and coordinate random, post-accident, reasonable suspicion, and other drug/alcohol tests as required.
  • Communicate with third-party administrators, testing facilities, and medical providers to ensure timely completion of required tests and services.
  • Prepare, organize, and maintain audit-ready documentation for DOT and Drug & Alcohol programs.
  • Generate compliance reports and assist with internal and external audits related to DOT and drug/alcohol testing.
  • Respond to employee inquiries regarding DOT requirements, drug/alcohol testing procedures, and related policies.
  • Provide guidance on driver qualification regulations and company policies to internal stakeholders.
  • Coordinate or schedule training sessions for supervisors on reasonable suspicion and DOT compliance requirements.
  • Manage the DOT compliance email inbox, ensuring timely review, response, and accurate data entry per company guidelines.
  • Answer incoming phone calls and respond promptly to all compliance-related emails.
  • Process HR compliance invoices, including those related to drug/alcohol testing, medical certifications, citations, violations, and inspections.
  • Assist in drafting, updating, and distributing HR compliance policies related to DOT and substance testing.
  • Enter and update compliance data in HRIS or other tracking systems to maintain accurate records.
  • Ensure sensitive compliance information is managed in accordance with privacy laws and company standards.
  • Identify process gaps and recommend improvements to enhance compliance efficiency and accuracy.
  • Support and promote Wright’s culture of safety and employee ownership.
  • Maintain regular and punctual attendance at work and meetings.

Knowledge, Skills & Ability Requirements:

  • Strong understanding of DOT regulations, Drug & Alcohol testing requirements, and employment compliance laws.
  • Ability to interpret and analyze regulatory changes and implement policy updates effectively.
  • Analytical and problem-solving skills with a focus on compliance risk mitigation.
  • Ability to adapt to changing regulations and business needs while maintaining compliance standards.
  • Proficiency in Microsoft Office Suite and HRIS systems; familiarity with compliance tracking tools and FMCSA Clearinghouse preferred.
  • Ability to prioritize tasks, manage multiple deadlines, and work independently in a fast-paced environment.
  • Demonstrated ability to maintain confidentiality and handle sensitive information professionally.
  • Proactive work style with strong ownership of responsibilities and commitment to compliance excellence.
  • Strong written and verbal communication skills with the ability to explain complex regulations clearly.
  • Effective interpersonal skills for building collaborative relationships across departments.
  • High level of professionalism when interacting with corporate office staff, field employees, vendors, and regulatory agencies.
  • Customer service mindset when responding to employee inquiries and compliance-related questions.

Education, Certification & Experience Requirements:

  • High school diploma or equivalent required; Associate or Bachelor’s degree in Human Resources, Business Administration, or related field
  • Minimum 3 years of experience in HR compliance, DOT administration, or a related administrative role
  • Comprehensive understanding of federal and state drug and alcohol testing regulations, DOT compliance requirements, and industry best practices
  • Experience working with HRIS systems and compliance tracking tools

Other Preferred Requirements:

  • Familiarity with FMCSA Drug & Alcohol Clearinghouse processes and driver qualification standards preferred
  • Professional certifications such as SHRM-CP, PHR, or DOT-related compliance training preferred
