Summary

This position is in the Washington Headquarters Services (WHS), Human Resources Directorate (HRD), Benefits and Worklife Division (BWD). HRD provides HR support to high-visibility customers, supporting the office of the Secretary of War (OSW) and DoW field activities. BWD delivers advisory and transactional services for employee benefits, retirements, and injury compensation, while managing the Employee Assistance Program, Telework and Wellness Programs, and Voluntary Giving Campaigns.

Duties

Incumbent typical work assignments may include the following: Manage key benefits programs, including Federal Employee Health Benefits (FEHB), Federal Employees Group Life Insurance (FEGLI), and Thrift Savings Plan (TSP). This involves overseeing open season events and ensuring timely processing of transactions. Serve as a Human Resources Specialist providing advice and guidance to managers, supervisors, and employees on a variety of federal retirement programs under Civil Service Retirement System (CSRS), Federal Employee Retirement System (FERS), and TSP. Analyze the impact of new legislative or regulatory proposals on the organization, develop procedures for implementation, and brief customers on any resulting changes to policies or systems. Identify business processes related to benefits administration for potential reengineering and act as an expert to improve employee benefit and personnel support operations. Advise, manage, and serve as the subject matter expert for various work-life programs, including the Employee Assistance Program (EAP), Telework, Workers' Compensation and Wellness Programs.

Qualifications

In order to qualify for this position, you must meet the requirements described below. You may qualify at the GS-12 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-11 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: Demonstrate knowledge of employee benefits theories, concepts, laws, and regulations to perform assignments based on the analysis of changes in law and to assist in developing agency guidance material.; AND Utilize skill in applying fact-finding and analytical techniques to identify problems, draw conclusions, and propose appropriate courses of action related to employee benefits and services programs.; AND Provide technical advice on benefits procedures and communicate findings or provide guidance to employees and managers on the use of human resources systems. You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: Apply a wide range of employee benefits theories, concepts, laws, rules, and regulations to manage difficult and complex assignments, evaluate program trends, and recommend action.; AND Apply complex fact-finding, analytical, and problem-solving methods to identify interrelated issues in personnel management, analyze the impact of new legislation or regulations, and recommend appropriate courses of action.; AND Provide expert technical advice and counsel to top-level management, political appointees, and other employees on difficult or sensitive benefits-related issues, and skill in preparing and presenting findings to gain acceptance of recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. This "certification" must include your rank, dates of active duty service, type of discharge and character of service (i.e. honorable), and date any terminal leave will begin. It must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible". Members may be appointed before the effective date of their military retirement/separation if they are on terminal leave. Current or Former Political Appointees: Agencies must seek prior approval from OPM before they can appoint a current or recent political appointee to a competitive or non-political excepted service position at any level.
