Duties

Serving as a Human Resources Specialist (Recruitment/Placement) GS-0201-7/9 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the Workforce Management Branch within the Human Capital Office located in Glynco, Georgia or Charleston, SC The primary purpose of this position is to serves as a Human Resources Specialist (Recruitment/Placement) providing component-level HR management services. Typical duties include: Providing guidance on basic staffing and placement services to component management and employees. Performing internal placement duties, preparing promotion and placement products, and issuing promotion and referral certificates. Performing external recruitment by developing multiple recruitment strategies utilizing such sources as Veterans Recruitment Authority, reinstatement, and other special appointing authorities. Preparing personnel actions to include coding SF-52's in accordance with the Guide to Processing Personnel Actions for review by a higher graded specialist or supervisor. Extending verbal and written tentative job offers to candidates and reviewing new hire paperwork for completion and accuracy before moving them through the pre-employment requirments of the posiotion. For additional assistance, please visit: USAJOBS Help Center - Update your resume now so it meets new resume requirements You qualify for the GS-07 grade level if you possess one of the following: One year of specialized experience, equivalent to the GS-05 grade level in Federal service, that demonstrates the ability to 1) Assisting with recruitment and placement activities, 2) Reviewing applications or personnel documents for completeness and accuracy, 3) Preparing or maintaining staffing and personnel records and 4) Responding to routine questions from applicants, employees, or management regarding staffing or personnel process. -OR- Possess one full year of graduate level education leading to a degree in a related field (e.g., Human Resources, Business Administration). -OR- A combination of successfully completed graduate level education and specialized experience as described above. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application; -OR- Possess Superior academic achievement (S.A.A): A bachelor's degree with superior academic achievement, which is based on (1) class standing, (2) grade-point average, or (3) honor society membership: Class standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. Grade-point average (GPA) - Applicants must have a GPA of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed by the Association of College Honor Societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision. You qualify at the GS-09 grade level if you possess one of the following: One year of specialized experience, equivalent to the GS-07 grade level in Federal service, that demonstrates the ability to 1) Assisting with recruitment and placement actions, 2) Reviewing applicant qualifications and applying rating and ranking criteria, 3) Preparing or processing personnel actions and maintaining staffing case files and 4) Providing basic staffing guidance to managers, employee or applicants. -OR- A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related (e.g. Human Resources, Business Administration); -OR- A combination of successfully completed graduate level education and specialized experience as described above that, when combined, equal 100% of the total requirement. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application. NOTE: Only graduate education in excess of the first year may be used to qualify for the GS-09 level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary. If you are applying for a higher grade, please provide the SF-50 Form which shows the length of time you have been in your current/highest grade (examples of appropriate SF-50s include promotions, With-in Grade/Range Increases, and SF-50s dated a year apart within the same grade/job). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Re-employed annuitants' annual salaries will be reduced by the amount of their retirement annuity and by further cost of living increases. FERS retirees receiving a FERS annuity supplement must also be aware that, like social security benefits, their FERS annuity supplement is subject to an earnings test and may be reduced if the salary earned is more than the social security exempt amount of earnings.
